The Landscape and Recreational Strategy for Swords Regional Park<br />
(to be prepared by FCC) shall be prepared prior to/in conjunction<br />
with the Urban Design/Landscape Masterplan(s) for the plan lands.<br />
This is necessary to ensure access to the Swords Regional Park is<br />
facilitated as part of the development of the <strong>Oldtown</strong> lands.<br />
Additional archaeological investigation, including geophysical<br />
survey, will be required in the <strong>Oldtown</strong> lands, in particular an area<br />
at the western boundary with the Swords Regional Park. This will<br />
be addressed post LAP at Masterplan stage in consultation with the<br />
National Monuments Section of DoEHLG.<br />
Key Development/Urban Design Objectives<br />
Context<br />
The key resources which provide context for the LAP lands and<br />
which will influence the overall design approach are as follows:<br />
lArchaeological discoveries - these discoveries will form the<br />
basis of a network of interlinked archaeological open<br />
spaces, adding to a sense of place.<br />
lExisting topography, water courses and trees/hedgerows<br />
– the ecclesiastical site in <strong>Oldtown</strong> is at a high point within<br />
the lands, with important view sheds of the northern<br />
uplands; existing water courses and trees are important<br />
features in the development of green corridors, which will<br />
contribute greatly to the biodiversity of the landscape and<br />
direct recreational routes for pedestrians/cyclists.<br />
lDevelopment of and interlinking of Broadmeadow Linear<br />
Park and Swords Regional Park with the LAP lands – these<br />
places will contribute to the hierarchy of open spaces<br />
available to the community in this area.<br />
lProtection of existing residential amenity of houses to east<br />
and south of <strong>Oldtown</strong>-<strong>Mooretown</strong> LAP lands and within the<br />
plan lands is important. Specific attention will be paid to<br />
separation distances, overlooking and overshadowing.<br />
Permeability and Ease of Movement<br />
lDevelopment will ensure creation of a pedestrian and<br />
cyclist friendly environment with safe and direct green links<br />
connecting open spaces and key destinations.<br />
lA hierarchy of urban streets will be established, which will<br />
be interlinked with limited use of cul-de-sacs.<br />
lThe Western Distributor Link Road and Main Streets will<br />
be tree lined boulevards with pedestrian/cyclist facilities,<br />
and strong urban edges overlooked by well designed<br />
buildings.<br />
lStreets and open spaces will incorporate SuDS solutions<br />
in their design.<br />
lA pedestrian friendly environment in the form of shared<br />
spaces/home zones will be supported in appropriate<br />
locations within the development lands.<br />
Landscape and Open Spaces<br />
lThe open space strategy will comprise a hierarchy of well<br />
designed open spaces, ranging in size, character and role,<br />
supported and connected via green routes.<br />
lThe quantum of open space shall be in accordance with<br />
<strong>Fingal</strong> <strong>County</strong> Development Plan standards.<br />
lAll open space will be accessible, usable and functional.<br />
lOpen spaces and green corridors will be designed to<br />
ensure they are overlooked, safe spaces, enjoying passive<br />
surveillance from housing/community facilities.
