In <strong>Mooretown</strong>, the Local Centre should be no more than 10,000 sqm<br />
gross in area, with max 7500 sqm gross for retail and 2500 sqm<br />
gross for non-retail. The retail component should be distributed<br />
among approximately 10-15 shops, with the supermarket<br />
component no greater than 2,500 sqm net.<br />
A typical range of shops and services which should be in a Local<br />
Centre are as follows:<br />
l Local supermarket<br />
l Newsagent<br />
l Café<br />
l Restaurant<br />
l Bakery<br />
l Dry Cleaners<br />
l Hairdresser<br />
l Pharmacy<br />
l Post office<br />
l Bank<br />
l Credit Union<br />
l Medical Centre – 1 is required to serve proposed<br />
population of 10,000. It is an objective to facilitate provision<br />
of this within <strong>Mooretown</strong> Local Centre.<br />
l Crèche/childcare facility.<br />
l Live/work units.<br />
l Offices to provide for small scale financial, legal and<br />
small business needs, among other businesses.<br />
l Bring bank facility for recyclables.<br />
Small scale comparison shops can be accommodated, provided<br />
they are not of a scale to detract from the core retail area of Swords<br />
or attract significant additional vehicular traffic. Such shops could<br />
include a shoe shop, clothing boutique, bookshop, art gallery etc.<br />
A Retail Impact Assessment shall be undertaken in relation to the<br />
<strong>Oldtown</strong> Local Centre and the <strong>Mooretown</strong> Local Centre to ensure<br />
the scale of retail proposed is appropriate and does not have a<br />
material adverse impact on the vitality and viability of existing<br />
neighbourhood centres/local centres within the area and the<br />
existing town centre<br />
The following urban design objectives shall be adhered to in the<br />
development of the <strong>Oldtown</strong> and <strong>Mooretown</strong> Local Centres:<br />
lThe Local Centres shall be developed in an urban village<br />
format and shall address/connect into the street network<br />
in the area in a seamless manner. Residential/office over<br />
ground floor units shall be encouraged to facilitate an<br />
appropriate mix of uses. A range of daytime and evening<br />
uses shall be encouraged.<br />
lThe Local Centres shall each incorporate a high quality<br />
civic plaza, which shall be attractively landscaped,<br />
incorporate bicycle parking and seating arrangements, and<br />
have a high quality paving finish. The Civic Plazas shall be<br />
so designed so as to ensure that vehicular parking does not<br />
encroach upon this area.<br />
lBuildings shall generally be arranged in a perimeter block<br />
pattern adjoining and providing a strong edge and<br />
supervision to the main streets they front onto, with access<br />
to development at designated junctions only.
