When it was determ<strong>in</strong>ed that a CWT explosion was the cause <strong>of</strong> the breakup <strong>of</strong><br />
flight 800, the NTSB responded by issu<strong>in</strong>g several safety recommendations to the FAA.<br />
One <strong>of</strong> these recommended that (aircraft) “ma<strong>in</strong>ta<strong>in</strong> sufficient amounts <strong>of</strong> fuel <strong>in</strong> the<br />
CWT’s <strong>of</strong> transport aircraft to limit the liquid fuel temperature rise and evaporation, thus<br />
keep<strong>in</strong>g the vapor fuel/air ratio below the explosive limit” [2]. Currently, researchers are<br />
look<strong>in</strong>g for better ways to reduce flammability <strong>in</strong> fuel tanks. On-board <strong>in</strong>ert gas<br />
generat<strong>in</strong>g systems (OBIGGS) have been developed by the FAA [8] and private <strong>in</strong>dustry.<br />
These systems use hot eng<strong>in</strong>e bleed air to create nitrogen-enriched air (NEA) via hollow<br />
fiber membrane air separation modules. The NEA is forced <strong>in</strong>to the CWT until the<br />
oxygen concentration is reduced below the lower oxygen concentration (LOC) under<br />
which no combustion can be susta<strong>in</strong>ed [9].<br />
Model<strong>in</strong>g <strong>of</strong> the fuel vaporization and condensation processes <strong>in</strong> a tank can give<br />
<strong>in</strong>sight <strong>in</strong>to situations <strong>in</strong> which the fuel tank is vulnerable to explosion, and the threshold<br />
<strong>of</strong> vapor flammability can then be estimated. The LOC and the flammability calculations<br />
can then be comb<strong>in</strong>ed to determ<strong>in</strong>e the requirements necessary for an <strong>in</strong>ert<strong>in</strong>g system to<br />
provide a non-explosive condition <strong>in</strong> a fuel tank.<br />
