When the Government of Iraq stopped imposing surcharges in Phase XII, Taurus Nevis c<strong>on</strong>tinued<br />

to finance and purchase oil c<strong>on</strong>tracts executed by Alc<strong>on</strong> and Fenar. However, Alc<strong>on</strong> and Fenar<br />

stopped receiving invoices from Taurus to transfer m<strong>on</strong>ey to Jabal and Petrocorp, and they<br />

actually stopped transferring m<strong>on</strong>ey to the accounts. In additi<strong>on</strong>, Taurus Nevis’s payments to<br />

Alc<strong>on</strong> and Fenar for oil purchased during Phase XIII decreased to as little as $0.03 per barrel.<br />

N<strong>on</strong>e of these funds were transferred to the bank accounts for Jabal, Petrocorp, or Mr. Ladki. 277<br />

7. Aredio and the Payment of Surcharges<br />

During Phases V through XIII, Taurus also used Aredio as a fr<strong>on</strong>t company to purchase Iraqi<br />

crude oil that had been allocated primarily in the names of political beneficiaries. For example,<br />

Taurus financed Aredio c<strong>on</strong>tracts for oil allocated in the names of Mr. Galloway and Mr.<br />

Zureikat, discussed above in Secti<strong>on</strong> V.A. In c<strong>on</strong>necti<strong>on</strong> with Aredio c<strong>on</strong>tract M/08/35, Taurus<br />

funded ASI Middle East’s payment of an outstanding surcharge. On December 17, 2001, Taurus<br />

issued a $264,505 payment to Mr. Zureikat and ASI Middle East. According to Ministry of Oil<br />

records, two weeks later, ASI Middle East deposited $264,000 into a SOMO account that was<br />
