Russian officials interviewed by the <strong>Committee</strong> c<strong>on</strong>firmed that the Ministry of Energy was<br />

involved in nominating Russian oil companies for oil c<strong>on</strong>tracts under the Programme, but denied<br />

its involvement in distributing oil allocati<strong>on</strong>s am<strong>on</strong>g the companies. When provided with a copy<br />

of the allocati<strong>on</strong> table for Phase VI, Russian officials stated that “it is a strictly internal<br />

interagency procedure which has nothing to do with the regime of sancti<strong>on</strong>s.” Despite repeated<br />

requests by the <strong>Committee</strong>, the Government of Russia did not provide access to any former or<br />

current employees of the Ministry of Energy, stating that no relevant employees or records could<br />

be identified due to the reorganizati<strong>on</strong> of the Ministry. 31<br />
