At least 28 oil liftings under eight c<strong>on</strong>tracts for oil allocated in Mr. Zhirinovsky’s name were<br />

financed by Bayoil, an oil trader discussed below in Secti<strong>on</strong> VI.B. Bank records show that,<br />

between May and September 1999, a total of $1,681,885 in five installments was transferred by<br />

Bayoil to the account of Plasco Shipping Co. Ltd. (“Plasco”) at Crédit Agricole Indosuez. Plasco<br />

is a Liberian-based company associated with Lyudmil Di<strong>on</strong>issiev, an employee of Bayoil during<br />

the Programme. During the same period of time, Plasco transferred five installments totaling<br />

$1,681,875 to an account in the Bank of Cyprus with the reference “in favor of Igor Lebedev.”<br />
