OIL TRANSACTIONS AND ILLICIT PAYMENTS<br />

Iraqi Ministry of Oil records show that surcharges totaling over $5.1 milli<strong>on</strong> were imposed <strong>on</strong><br />

five c<strong>on</strong>tracts allocated to Mr. Zhirinovsky. On two of these c<strong>on</strong>tracts, M/10/19 and M/10/67,<br />

surcharges were partially or fully satisfied through cash payments at the Iraqi Embassy in<br />

Moscow. According to an Iraqi official, Mr. Zhirinovsky had outstanding surcharge payments <strong>on</strong><br />

his oil c<strong>on</strong>tracts, which was the reas<strong>on</strong> why he stopped receiving allocati<strong>on</strong>s in late phases of the<br />

Programme. In early 2002, Mr. Zhirinovsky offered to pay outstanding surcharges by<br />

transferring the title to a building located in Moscow to the Government of Iraq. In a letter to Mr.<br />

Aziz dated March 12, 2002, Mr. Zhirinovsky discussed arrangements to cover “the duty” with a<br />

“delivery of building <strong>on</strong> the free basis in the center of Moscow.” In his letter, Mr. Zhirinovsky<br />

pointed out that “the building registrati<strong>on</strong> documents are <strong>on</strong> the final stage of registrati<strong>on</strong> and [the<br />

building] will be ready . . . [in] April of 2002.” 43<br />

2002). Iraqi Ministry of Oil records show that surcharges totaling about $1.1 milli<strong>on</strong> were not paid <strong>on</strong><br />
