F. COASTAL PETROLEUM COMPANY<br />

American oil trader, Oscar Wyatt, a l<strong>on</strong>gtime and loyal oil customer of Iraq, was a rare excepti<strong>on</strong><br />

to the Government of Iraq’s ban <strong>on</strong> allocating oil to companies and individuals from the United<br />

States after the initial phases. In the first eight phases of the Programme, Mr. Wyatt’s company,<br />

Coastal Petroleum, purchased Iraqi crude oil allocated under its company name. According to<br />

Iraqi officials, after surcharges were imposed, Mr. Wyatt requested that the oil be allocated in his<br />

own name not Coastal Petroleum’s. Mr. Wyatt then used two other companies, Nafta Petroleum<br />

and Mednafta Trading Co., to purchase the 26 milli<strong>on</strong> barrels of oil allocated in his name. 344<br />
