payment. He stated that he was “under pressure” to pay the surcharge during <strong>on</strong>e of his visits to<br />
SOMO. According to Mr. Firzli, he did not discuss the surcharges with Mr. Guillet. 101<br />
In April 2001, following an investigati<strong>on</strong> by a French magistrate into allegati<strong>on</strong>s of irregularities<br />
in financing of the Mr. Pasqua’s political party (RPF), Mr. Guillet was barred by court order from<br />
c<strong>on</strong>tacting Mr. Pasqua or the C<strong>on</strong>seil Général des Hauts-de-Seine and stopped working for the<br />
Mr. Pasqua. According to Mr. Guillet, he c<strong>on</strong>tinued to travel to Iraq at his own expense and<br />
regularly met Mr. Aziz. Around the same time, in August 2001, Mr. Guillet’s name appears in<br />
SOMO records for the first time as a holder of allocati<strong>on</strong>s. According to Ministry of Oil records,<br />
Mr. Guillet received a total of six milli<strong>on</strong> barrels of oil from Phases X to XIII. The oil was sold<br />
to Aredio Petroleum S.A.R.L. (“Aredio”), a French-based company, in Phases X and XI. 102<br />

fax to the oil overseers (Oct. 15, 2001)). Alc<strong>on</strong> Petroleum Limited (“Alc<strong>on</strong>”) is a sister company of Aredio<br />
which, as discussed below, similar to Aredio, acted as a fr<strong>on</strong>t for Taurus. Mr. Guillet’s last missi<strong>on</strong> to Iraq<br />
in his capacity as the diplomatic advisor to Mr. Pasqua occurred from February 7 to 15, 2005. Even though<br />
at this time Mr. Guillet no l<strong>on</strong>ger worked for Mr. Pasqua, according to <strong>on</strong>e Iraqi official Mr. Guillet<br />
complained that Mr. Pasqua was embarrassed that allocati<strong>on</strong>s in Phases VI, VII, and VIII were in his name;<br />
as a result of these complaints, Mr. Pasqua’s allocati<strong>on</strong>s were recorded in Mr. Guillet’s name for Phases X,<br />
XI, XII, and XIII. Furthermore, Mr. Aziz claimed that he was under the impressi<strong>on</strong> that Mr. Pasqua had<br />
not received oil allocati<strong>on</strong>s under his own name and did not deal with the Iraqis directly. Rather, Mr. Aziz<br />
thought that Mr. Pasqua’s interacti<strong>on</strong>s were through Mr. Guillet. C<strong>on</strong>seil Général des Hauts-de-Seine<br />
