INCIDENT COMMANDER - DR. PAUL PRIESZ<br />

Duties:<br />

1. Observe and direct all operations.<br />

2. Coordinate all response actions with the appropriate Section Chiefs.<br />

3. Assign all disaster personnel or reassign as injuries or absences dictate.<br />

4. Communicate situation status to the <strong>District</strong> on a regular basis by phone, two-way radio, written status reportsas<br />

appropriate.<br />

5. Serve as <strong>Safe</strong>ty Officer if other qualified top-level site administrator has other assignment.<br />

6. Provide for the health and safety of students and personnel as the first priority of disaster response.<br />

7. Remain calm. Lead by example; your behavior sets tone for staff and students.<br />

Location:<br />

Command Center<br />

Training:<br />

1. All available disaster management training offered by the <strong>District</strong> or emergency management agencies.<br />

2. Damage Assessment-Post-Earthquake Damage Evaluation for California <strong>School</strong>s (The purpose of this training<br />

program is to enable school administrators, facility managers, and custodians to assess the damages to their<br />

buildings and decide whether the structures are safe to reoccupy.)<br />

3. The principal and an alternate school administrator should be trained in shelter management.<br />

Equipment:<br />

1. Bullhorn with batteries<br />

2. Current list of staff assignments to disaster teams<br />

3. Emergency Procedures Manual<br />

4. Site Status Report-EOC Message Forms (Form-12)<br />

5. Decision/Action log<br />

6. Pen, pencil, note pad, clipboard, paper clips<br />

7. Job description clipboard<br />

8. Mortality Management Guidelines (FEMA Multi-hazard <strong>Safe</strong>ty Program for <strong>School</strong>s)-Get from Medical/First<br />

Aid Team<br />

Procedures:<br />

After evacuation from classroom or work area, report to Emergency Assembly Area (EAA) and check in with<br />

department. Proceed to the disaster storage area to form Command Center teams and get supplies. Conduct briefings<br />

with Section Chiefs, PIO/Liaison and <strong>Safe</strong>ty Officer.<br />

1. Verify that Emergency Assembly Area is still safe<br />

2. Establish location of Command Center.<br />

3. Direct opening of disaster container and Command Center setup.<br />

4. Obtain personal equipment.<br />

5. Assess type and scope of disaster.<br />

6. Assign all disaster personnel or reassign as injuries or absences dictate. Maintain an updated duty roster, with<br />

date and times indicated. (Maintain all duty rosters as legal documents, to be given to the<br />

Finance/Administration Section Chief.)<br />
