All impacts to the site will be on the upland portion of the site. The limitation on small commercial
buildings is due to wetness. The soils on this property are not the best for small commercial
buildings. Significant amendments and structural supports will be necessary to construct on most of
this site.
G. Protected Species:
According to the Florida Natural Areas Inventory (FNAI) Endangered/Threatened Habitat Resource
Protection Map of 2012, the subject property is not located within any one-mile buffer areas for
endangered or threatened plant and animal species.
Park Facilities:
This request is for a non-residential conditional use; therefore estimating impacts to the nearest
recreation facility is not relevant. The construction of the religious institution complex will not
adversely impact any existing park facilities.
Economic Factors:
While the construction of the church will provide short-term benefit to Polk County’s construction
industry, in general, religious institutions meet the criteria for having 501(c)(3) status, and are thus
exempt from ad valorem taxes. Any impacts to infrastructure and services from this development
will not be recouped through tax revenue.
Consistency with Comprehensive Plan:
The proposed project is consistent with Policy 2.125-E, Community Facilities, of the Comprehensive
Plan.
