<strong>the</strong> Forum for Security Co-operation, with <strong>the</strong> consensus <strong>of</strong> <strong>the</strong> participating States, may also<br />
invite representatives <strong>of</strong> <strong>the</strong>se non-participating States to meetings devoted to “Mediterranean<br />
Issues”. <strong>The</strong> need to revive such meetings has been invoked on a number <strong>of</strong> occasions.<br />
II.3 Mediterranean Contact Group meetings and seminars<br />
<strong>The</strong> meetings <strong>of</strong> <strong>the</strong> Contact Group, which have convened since 1995, and Seminars have<br />
generated a number <strong>of</strong> proposals and ideas on enhancing <strong>the</strong> OSCE-MPC <strong>dialogue</strong> and on<br />
rendering it more operational. <strong>The</strong> deliberations <strong>of</strong> <strong>the</strong> Contact Group provide <strong>the</strong> opportunity for<br />
participating States and <strong>the</strong> six MPCs to maintain <strong>dialogue</strong> by ga<strong>the</strong>ring around <strong>the</strong> same table, to<br />
discuss and exchange ideas on a number <strong>of</strong> issues pertinent to both sides <strong>of</strong> <strong>the</strong> Mediterranean.<br />
During such meetings, a number <strong>of</strong> States, including <strong>the</strong> MPCs are frequently represented at<br />
ambassadorial level. To a large extent, in 1999, <strong>the</strong> Contact Group deliberations focused on<br />
briefings and discussions on <strong>the</strong> Charter for <strong>Euro</strong>pean Security.<br />
It seems to be emerging, both among several participating States and <strong>the</strong> MPCs, that <strong>the</strong>re<br />
is need for closer co-ordination and co-operation with <strong>the</strong> OSCE’s main deliberations and<br />
institutions. At <strong>the</strong> Review Conference last September 1999, prior to <strong>the</strong> Summit, several<br />
participating States called for <strong>the</strong> enhancement <strong>of</strong> <strong>the</strong> Contact Group meetings, by inserting on its<br />
agenda <strong>the</strong> follow-up <strong>of</strong> proposals made during OSCE Mediterranean Seminars, including taking<br />
advantage <strong>of</strong> <strong>the</strong> 1994 Budapest Summit decision on <strong>the</strong> Mediterranean. A number <strong>of</strong> <strong>the</strong>se<br />
proposals found <strong>the</strong>ir way into <strong>the</strong> Charter.<br />
A number <strong>of</strong> <strong>the</strong>se recommendations pertain to confidence-building measures (CBMs) to<br />
be promoted in <strong>the</strong> OSCE-MPC relationship, such as <strong>the</strong> holding <strong>of</strong> <strong>the</strong>matic round tables,<br />
including <strong>the</strong> participation <strong>of</strong> NGOs and experts. Specific ideas have been <strong>of</strong>fered on holding<br />
meetings in <strong>the</strong> human dimension that could be promoted by OSCE institutions, participating<br />
States and <strong>the</strong> Mediterranean Partners. Fur<strong>the</strong>rmore, proposals to set up a Conflict Prevention<br />
Centre for <strong>the</strong> region have been made on various occasions by some <strong>of</strong> <strong>the</strong> MPC representatives.<br />
Such proposals may, in <strong>future</strong>, find <strong>the</strong>ir way onto <strong>the</strong> agenda <strong>of</strong> <strong>the</strong> Contact Group for fur<strong>the</strong>r<br />
discussion, thus perhaps leading to <strong>the</strong> elaboration <strong>of</strong> some <strong>of</strong> <strong>the</strong>m.<br />
Seminars also provide for a substantial part <strong>of</strong> <strong>the</strong> ongoing Mediterranean <strong>dialogue</strong> by<br />
focusing on specific issues. While generating impetus into <strong>the</strong> <strong>dialogue</strong>, <strong>the</strong> OSCE Mediterranean<br />
Seminars provide <strong>the</strong> opportunity to devote time to exchanging views and re-capitulating ideas<br />
and suggestions made, as well as contribute to fur<strong>the</strong>r developments in <strong>the</strong> OSCE-MPCs<br />
relationship.<br />
At <strong>the</strong> beginning <strong>of</strong> December 1999, <strong>the</strong> Hashemite Kingdom <strong>of</strong> Jordan, as <strong>the</strong> newest<br />
partner, in co-operation with <strong>the</strong> OSCE Secretariat, hosted <strong>the</strong> most recent OSCE Mediterranean<br />
Seminar. <strong>The</strong> Seminar, entitled Implementation <strong>of</strong> Human Dimension Commitments, in Amman,<br />
carried forward work started at last year’s Seminar held in Malta on <strong>the</strong> Human Dimension <strong>of</strong><br />
Security, Promoting Democracy and <strong>the</strong> Rule <strong>of</strong> Law. <strong>The</strong> Seminar was attended by all six<br />
Mediterranean Partners - Algeria, Egypt, Israel, Jordan, Morocco and Tunisia – which made<br />
substantial contributions. Upon <strong>the</strong> request <strong>of</strong> <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Contact Group, a list <strong>of</strong><br />
recommendations made at <strong>the</strong> seminar was drawn up by <strong>the</strong> Secretariat for fur<strong>the</strong>r consideration.<br />
Following <strong>the</strong> wish expressed by representatives <strong>of</strong> <strong>the</strong> MPCs, in May 2000, <strong>the</strong> OSCE<br />
Secretariat will organize a workshop for experts from <strong>of</strong> all six Mediterranean Partners on OSCE<br />
tools, instruments and mechanisms, during which meetings and discussions with <strong>of</strong>ficials from <strong>the</strong><br />
OSCE institutions will take place. Discussions will take place, inter alia, on <strong>the</strong> role <strong>of</strong> <strong>the</strong><br />
