Countries are also partnering with international nongovernmental organizations such as<br />

INHOPE, Innocence in Danger!, and ECPAT International—key groups targeting child sexual<br />

exploitation including child pornography worldwide.<br />

INHOPE (Internet Hotline Providers in Europe Association) is an organization supported<br />

by the European Commission whose members are providers of Internet hotline services dealing<br />

with illegal content on the Internet including child pornography. Its purpose is to facilitate<br />

cooperation among these European providers to eliminate child pornography from the Internet<br />

and protect youth from harmful and illegal uses of the Internet. Its goals include establishing<br />

and supporting effective national hotlines, training and supporting new hotlines, fostering<br />

ongoing Internet safety awareness and education, and establishing effective common procedures<br />

<strong>for</strong> receiving and processing reports. 517 The Association's web site lists its members<br />

including organizations from countries such as Austria, France, Germany, the Irish Republic,<br />

the Netherlands, and the United Kingdom. It also offers in<strong>for</strong>mation and links to facilitate<br />

reporting of illegal materials.<br />

Launched in 1999 by the United Nations Educational, Scientific and Cultural Organization<br />

(UNESCO), Innocence in Danger! seeks to<br />

• group together Internet professionals and jurists, child-protection specialists,<br />

celebrities, and political leaders in national action groups<br />

• sensitize world opinion on the need to actively combat child pornography and<br />

pedophilia on the Internet as well as all kinds of sexual abuse of children<br />

• mobilize human, technical, and financial resources to support professionals and NGOs<br />

in their work of protecting children and safeguarding their rights 518<br />

To achieve these goals, Innocence in Danger! produces publications on child sexual<br />

exploitation; designs handbooks and teaching kits <strong>for</strong> parents, teachers, and others working<br />

with children; and sponsors international <strong>for</strong>ums and workshops on child sexual<br />

exploitation. 519 To date Innocence in Danger! action groups have been established in 19 countries<br />

including Brazil, Cameroon, Canada, the United Kingdom, and the United States. 520<br />

End <strong>Child</strong> Prostitution, <strong>Child</strong> <strong>Pornography</strong> and Trafficking in <strong>Child</strong>ren <strong>for</strong> Sexual<br />

Purposes (ECPAT) originally was established in 1990 as a campaign to end child prostitution<br />

in Asian tourism. In 1996, however, the organization expanded the scope of its work to include<br />

the issues of child pornography and trafficking of children <strong>for</strong> sexual purposes. At that<br />

time the group also broadened its focus beyond Asia and rededicated its ef<strong>for</strong>ts on an<br />

international scale. 521<br />

Today ECPAT International serves as a global network of organizations and professionals<br />

working together to eliminate child pornography, child prostitution, and the trafficking of<br />

children <strong>for</strong> sexual purposes. It works to develop partnerships with broad networks of NGOs,<br />

IGOs, governmental departments, law-en<strong>for</strong>cement officials, and others who share the common<br />

goal of child safety. It also works to avoid duplicating ef<strong>for</strong>ts already undertaken by<br />

others and strengthen or complement existing programs. 522<br />

Specifically ECPAT International advises governments on legal changes needed to better<br />

protect children from sexual exploitation. It works closely with INTERPOL and local lawen<strong>for</strong>cement<br />

agencies worldwide to help ensure that current laws are implemented. It<br />

provides training <strong>for</strong> professionals working to rehabilitate child victims of sexual crimes. And<br />
