The HSC Board reported that the network for the development <strong>of</strong><br />

CAMHS is the Bamford Implementation sub group which will work<br />

in partnership with children's' planning forums <strong>and</strong> local<br />

commissioning groups. There are networks between different<br />

people <strong>and</strong> organisations in each trust, but are neither uniform nor<br />

comprehensive.<br />

The HSC Board reported it is anticipated that two core staff<br />

members with responsibility for leading service improvement <strong>and</strong><br />

commissioning will support the development <strong>of</strong> local networks.<br />

The review team noted the early progress despite vacancies at<br />

HSC Board level. Throughout the review, trusts discussed being<br />

part <strong>of</strong> a managed network however it was not clear how<br />

developed this was. Since the review, the HSC Board has<br />

confirmed that the posts <strong>of</strong> Commissioning Lead <strong>and</strong> Service<br />

Improvement Lead have now been filled.<br />

Engagement <strong>of</strong> children <strong>and</strong> young people is limited. Over the<br />

last two years the development <strong>of</strong> CAMHS has been influenced by<br />

the McCartan recommendations. The Bamford implementation<br />

sub group is addressing the recommendations in each trust area<br />

<strong>and</strong> the development <strong>of</strong> ‘card before you leave’ scheme.<br />

Plans are underway to develop a young person's sub-group with a<br />

view to establishing a young persons <strong>and</strong> parent’s reference<br />

The review team found these initiatives are aimed to ensure the influence <strong>of</strong> parents <strong>and</strong> young people in the development <strong>of</strong><br />

policies in the commissioning <strong>of</strong> services.<br />
