<strong>Office</strong> <strong>of</strong> <strong>Economic</strong> and Demographic Research<br />

Considering <strong>Florida</strong>’s large elderly and retiree<br />

populations, these rankings should come as no<br />

surprise. According <strong>to</strong> state population<br />

projections produced by the U.S. Census<br />

Bureau, <strong>Florida</strong>’s elderly population, defined<br />

as age 65 years and over, will <strong>to</strong>tal 3.4 million<br />

in 2010 and account for 8.5 percent <strong>of</strong> the<br />

nation’s <strong>to</strong>tal elderly population <strong>of</strong> 40.2<br />

million. The elderly will constitute nearly 18<br />

percent <strong>of</strong> the state’s <strong>to</strong>tal population in 2010.<br />

Relative <strong>to</strong> other age groupings, the<br />

proportion <strong>of</strong> the states’ <strong>to</strong>tal population<br />

defined as elderly is projected <strong>to</strong> be greater in<br />

<strong>Florida</strong> than in any other state.<br />

The next largest category <strong>of</strong> federal direct<br />

expenditure was direct payments for<br />

individuals other than for retirement and<br />

disability. This category includes such items<br />

as Medicare, Excess Earned Income Tax<br />

Credits, Unemployment Compensation, and<br />

the Supplemental Nutrition Assistance<br />

Program. These payments <strong>to</strong> <strong>Florida</strong> <strong>to</strong>taled<br />

$50.7 billion, or $2,733 per capita, and<br />

accounted for 29 percent <strong>of</strong> the state’s <strong>to</strong>tal<br />

federal direct expenditures. <strong>Florida</strong> had the 3 rd<br />

largest expenditure <strong>to</strong>tal <strong>of</strong> the fifty states,<br />

unchanged from 2008, and ranked 14 th on a<br />

per capita basis, down from 9 th in 2008.<br />

<strong>Federal</strong> grant obligations <strong>to</strong> <strong>Florida</strong> <strong>to</strong>taled<br />

$32.0 billion, or $1,725 per capita, and<br />

represented 18 percent <strong>of</strong> <strong>to</strong>tal federal direct<br />

expenditures <strong>to</strong> the state. <strong>Florida</strong> had the 4 th<br />

largest obligations <strong>to</strong>tal <strong>of</strong> the fifty states, up<br />

from 7 th in 2008; and the state ranked 48 th on<br />

a per capita basis, up from 50 th in 2008. As a<br />

result <strong>of</strong> the American Recovery and<br />

Reinvestment Act <strong>of</strong> 2009, federal grant<br />

obligations <strong>to</strong> <strong>Florida</strong> increased nearly $12<br />

billion from $20.2 billion in 2008.<br />

The value <strong>of</strong> procurement contract obligations<br />

<strong>to</strong>taled $18.5 billion, or $1,000 per capita, and<br />

accounted for 11 percent <strong>of</strong> the state’s <strong>to</strong>tal<br />

federal direct expenditures. <strong>Florida</strong> had the 6 th<br />

largest obligations <strong>to</strong>tal <strong>of</strong> the fifty states,<br />

unchanged from 2008, and ranked 29 th on a<br />

per capita basis, up from 32 nd in 2008.<br />

The smallest category <strong>of</strong> federal direct<br />

expenditures <strong>to</strong> <strong>Florida</strong> was salaries and<br />

wages. Such payments <strong>to</strong>taled $12.2 billion,<br />

or $659 per capita, and accounted for 7<br />

percent <strong>of</strong> <strong>to</strong>tal federal direct expenditures <strong>to</strong><br />

the state. <strong>Florida</strong> had the 7 th largest<br />

expenditure <strong>to</strong>tal <strong>of</strong> the fifty states, down from<br />

5 th in 2008; and the state ranked 35 th on a per<br />

capita basis, unchanged from 2008.<br />

Other Financial Assistance <strong>to</strong> <strong>Florida</strong><br />

Other financial assistance consists <strong>of</strong> the face<br />

value <strong>of</strong> federal insurance coverage as well as<br />

the dollar volume <strong>of</strong> federal guaranteed and<br />

direct loans. Other financial assistance <strong>to</strong><br />

<strong>Florida</strong> <strong>to</strong>taled $498 billion or $26,839 per<br />

capita. The state ranked first among the fifty<br />

states in both <strong>to</strong>tal and per capita assistance<br />

due <strong>to</strong> the significant face value <strong>of</strong> flood<br />

insurance coverage provided <strong>to</strong> <strong>Florida</strong>, which<br />

constituted 95 percent <strong>of</strong> <strong>to</strong>tal other financial<br />

assistance provided <strong>to</strong> the state. The <strong>to</strong>tal<br />

amounts <strong>of</strong> other federal assistance <strong>to</strong> <strong>Florida</strong><br />

are summarized below:<br />
