1. <strong>Federal</strong> Direct Expenditures by Category<br />
The distribution <strong>of</strong> the $176 billion in federal direct expenditures by county geographic area is<br />
summarized in Table 2-1 on pages 32-33. In <strong>to</strong>tal, the magnitude <strong>of</strong> federal direct expenditures<br />
varied significantly by county from a low <strong>of</strong> $43.1 million within Glades County <strong>to</strong> a high <strong>of</strong> $20<br />
billion within Leon County.<br />
Direct payments for individuals for retirement and disability <strong>to</strong>taled $62.3 billion statewide. The<br />
value <strong>of</strong> such payments varied from a low <strong>of</strong> $15.4 million within Lafayette County <strong>to</strong> a high <strong>of</strong> $5.2<br />
billion within Miami-Dade County. Such payments <strong>to</strong> individuals <strong>to</strong>taled one billion dollars or more<br />
in 21 counties: Brevard, Broward, Collier, Duval, Escambia, Hillsborough, Lake, Lee, Manatee,<br />
Marion, Miami-Dade, Okaloosa, Orange, Palm Beach, Pasco, Pinellas, Polk, St. Lucie, Sarasota,<br />
Seminole, and Volusia.<br />
Direct payments <strong>to</strong> individuals other than for retirement and disability <strong>to</strong>taled $50.7 billion<br />
statewide. Such payments ranged from a low <strong>of</strong> $9.8 million within Lafayette County <strong>to</strong> a high <strong>of</strong><br />
$6.3 billion within Leon County. Other direct payments <strong>to</strong> individuals <strong>to</strong>taled one billion dollars or<br />
more in 14 counties: Brevard, Broward, Duval, Hillsborough, Lee, Leon, Miami-Dade, Orange,<br />
Palm Beach, Pasco, Pinellas, Polk, Sarasota, and Volusia.<br />
<strong>Federal</strong> grant obligations <strong>to</strong>taled $32 billion statewide. Leon County had the largest grant obligation<br />
at $12.8 billion; Glades County had the smallest at $7.9 million. Although the majority <strong>of</strong> Leon<br />
County’s <strong>to</strong>tal is due <strong>to</strong> the coding issue previously discussed, reported grant obligations exceeded<br />
$500 million in 10 other counties: Alachua, Brevard, Broward, Duval, Hillsborough, Miami-Dade,<br />
Orange, Palm Beach, Pinellas, and Polk.<br />
<strong>Federal</strong> procurement contracts <strong>to</strong>taled $18.5 billion statewide. The value <strong>of</strong> such contracts ranged<br />
from a low <strong>of</strong> $286,000 within Dixie County <strong>to</strong> a high <strong>of</strong> $3.1 billion within Orange County. In<br />
addition <strong>to</strong> Orange County, Brevard, Broward, Duval, Hillsborough, Miami-Dade, Okaloosa, Palm<br />
Beach, Pinellas, and St. Johns counties each had contracts valued greater than $500 million.<br />
<strong>Federal</strong> salary and wage payments <strong>to</strong>taled $12.2 billion statewide. The value <strong>of</strong> such payments<br />
varied from a low <strong>of</strong> $976,000 within Glades County <strong>to</strong> a high <strong>of</strong> $1.7 billion within Miami-Dade<br />
County. <strong>Federal</strong> salary and wage payments <strong>to</strong>taled $200 million or more in 13 counties: Alachua,<br />
Bay, Brevard, Broward, Duval, Escambia, Hillsborough, Miami-Dade, Okaloosa, Orange, Palm<br />
Beach, Pinellas, and Wal<strong>to</strong>n.<br />
2. Per Capita <strong>Federal</strong> Direct Expenditures by Category<br />
Table 2-2 on pages 34-35 lists the per capita federal direct expenditures by category within each<br />
county geographic area. Excluding Leon County due <strong>to</strong> the data coding <strong>of</strong> significant federal funding<br />
<strong>to</strong> the seat <strong>of</strong> state government, per capita <strong>to</strong>tal direct expenditures varied from a low <strong>of</strong> $3,810<br />
