Reinvestment Act, which was signed in<strong>to</strong> law in February 2009, were not expended by September<br />
30, 2009 (i.e., the end <strong>of</strong> the 2009 federal fiscal year).<br />
Many federal grant obligations will eventually translate in<strong>to</strong> expenditures by local governments,<br />
which are addressed in the former Legislative Committee on Intergovernmental Relations’ (LCIR)<br />
report <strong>Review</strong> <strong>of</strong> Local Government <strong>Federal</strong> Grant Expenditures in Fiscal Year 2008 and prior<br />
editions. 2 These reports pr<strong>of</strong>ile grant expenditures reported <strong>to</strong> the <strong>Federal</strong> Audit Clearinghouse by<br />
local governments and were part <strong>of</strong> the former LCIR’s effort <strong>to</strong> assist local governments in<br />
increasing their drawdown <strong>of</strong> federal awards. Furthermore, local government expenditures sorted by<br />
grant program were compiled by the former LCIR and are available for download via the EDR’s<br />
website. 3<br />
C. <strong>Federal</strong> Grants by Department or Agency<br />
The tables in this part provide more detailed summaries <strong>of</strong> federal grant expenditures <strong>to</strong> <strong>Florida</strong> by<br />
department or agency. In the FAS report, these federal grant expenditures are reported by program<br />
categories. It is important <strong>to</strong> note that the majority <strong>of</strong> these program categories reflect the sum <strong>to</strong>tal<br />
<strong>of</strong> numerous individual grant programs.<br />
In the Catalog <strong>of</strong> <strong>Federal</strong> Domestic Assistance (CFDA), federal grants are classified in<strong>to</strong> one <strong>of</strong> two<br />
types: formula grants and project grants. 4 Formula grants are allocations <strong>of</strong> money <strong>to</strong> states or their<br />
subdivisions in accordance with distribution formulas prescribed by law or administrative regulation<br />
for activities <strong>of</strong> a continuing nature not confined <strong>to</strong> a specific project. Project grants fund specific<br />
projects for fixed or known periods <strong>of</strong> time and can include fellowships, scholarships, research<br />
grants, training grants, traineeships, experimental and demonstration grants, evaluation grants,<br />
planning grants, technical assistance grants, survey grants, and construction grants. Currently, the<br />
CFDA lists 241 formula grant programs and 1,420 project grant programs. In <strong>to</strong>tal, 1,661 separate<br />
federal grant programs are listed in the CFDA. Data on states’ participation in each <strong>of</strong> these<br />
individual grant programs is not part <strong>of</strong> the FAS report.<br />
Utilizing the data published in the FAS report, the following tables summarize federal grant<br />
expenditures <strong>to</strong> <strong>Florida</strong> by agency or department.<br />
