<strong>Florida</strong>’s Per Capita <strong>Federal</strong> Grant Expenditures by Agency as a Percentage<br />

<strong>of</strong> the National Per Capita Expenditures<br />

A. Introduction<br />

The purpose <strong>of</strong> this part is <strong>to</strong> illustrate how <strong>Florida</strong>’s per capita federal grant expenditures by agency<br />

compare <strong>to</strong> the national per capita expenditures as well as those <strong>of</strong> the other states. This part<br />

analyzes changes in states’ per capita expenditures, relative <strong>to</strong> national per capita expenditures,<br />

during fiscal years 1996 through 2009.<br />

B. Data Sources<br />

The figures reported in this part were calculated by the EDR staff from data published in the U.S.<br />

Census Bureau publications: <strong>Federal</strong> Expenditures <strong>to</strong> States (FES) for fiscal years 1996 through<br />

1997 and its successor <strong>Federal</strong> Aid <strong>to</strong> States (FAS) for fiscal years 1998 through 2009.<br />

C. States’ Per Capita <strong>Federal</strong> Grant Expenditures by Agency<br />

In analyzing the federal grants data, the EDR staff calculated per capita expenditures for each state,<br />

as well as the per capita expenditures <strong>of</strong> the fifty states collectively, by federal agency for each <strong>of</strong> the<br />

fiscal years 1996 through 2009. The per capita expenditures <strong>of</strong> the fifty states are hereafter referred<br />

<strong>to</strong> as the national per capita expenditures.<br />

Each state’s per capita expenditures, as a percentage <strong>of</strong> the national per capita expenditures, are<br />

calculated. The per capita expenditures <strong>of</strong> individual states are either less than, equal <strong>to</strong>, or greater<br />

than the national per capita expenditures. If a state’s percentage value in a given year is less than 100<br />

percent, then that state had a per capita expenditure less than the national per capita expenditure. If a<br />

state’s percentage value is greater than 100 percent, then that state’s per capita expenditure exceeded<br />

the national per capita expenditure.<br />

Utilizing the data published in the relevant FES and FAS reports, the following tables summarize<br />

states’ per capita federal grant expenditures as a percentage <strong>of</strong> national per capita expenditures.<br />
