benchmark. The institutions agreed to follow a code <strong>of</strong> conduct with regard to assisting,<br />

recruiting and training <strong>of</strong> international students. Disregard <strong>of</strong> that code could<br />

result in harsh measures, involving severe cases by <strong>the</strong> Ministry <strong>of</strong> Justice. NUFFIC<br />

evaluated <strong>the</strong> scholarship performance with regard to how <strong>the</strong> programme’s supply<br />

matched <strong>the</strong> demand <strong>of</strong> sending countries. It fur<strong>the</strong>r measured effectiveness in terms<br />

<strong>of</strong> results, i.e. if a fellow earned <strong>the</strong> degree; <strong>the</strong> effects, i.e. how <strong>the</strong> trained fellow influenced<br />

<strong>the</strong> sending institution and impact, i.e. how <strong>the</strong> trained fellow affected <strong>the</strong><br />

region or even <strong>the</strong> country due to his new skills. Besides effectiveness, efficiency was<br />

evaluated in terms <strong>of</strong> cost-effectiveness and quality <strong>of</strong> service. NVAO also checked<br />

each academic institution in four-year cycles to determine continued accreditation.<br />

If an institution did not meet <strong>the</strong> requirements it not only risked losing accreditation<br />

but also <strong>the</strong> Government’s financial contributions. Master’s degree courses were<br />

evaluated every two years upon completion <strong>of</strong> a degree cycle.<br />

186. NUFFIC conducted its own evaluation <strong>of</strong> <strong>the</strong> programmes every four years. After<br />

completion <strong>of</strong> a course or project, NUFFIC required an evaluation from <strong>the</strong> hosting<br />

institution as well as from <strong>the</strong> fellow. Starting in 2007 NUFFIC planned to contact<br />

fellows directly in order to get less filtered feedback. Internal self-evaluations within<br />

NUFFIC, which were part <strong>of</strong> <strong>the</strong> annual report to <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs, were<br />

carried out on a quarterly basis. NUFFIC referred to assessments and reviews, oral and<br />

written progress reports, questionnaires, site visits, tracer studies, internal and external<br />

evaluations as well as alumni and employers databases. NUFFIC had undergone an external<br />

evaluation in 2006 which led to a certification <strong>of</strong> <strong>the</strong> programme management.<br />

The certification would be re-conferred each year after repeated external reviews. Since<br />

2006 NUFFIC had also been participating in RBB, a Dutch acronym for a monitoring<br />

and evaluation instrument, based on peer reviews <strong>of</strong> government bodies and organizations<br />

working closely with <strong>the</strong> Government. Mr. Schroder ended his presentation by<br />

expressing <strong>the</strong> willingness <strong>of</strong> his agency to share its experience not only with stakeholders<br />

but also with UN and national placement and supervising agencies.<br />

187. As regards <strong>the</strong> availability <strong>of</strong> <strong>the</strong> evaluation reports to be shared with UN agencies<br />

in order to see <strong>the</strong> methodologies used, Mr. Schroder informed <strong>the</strong> participants that<br />

NUFFIC could share <strong>the</strong> documents <strong>of</strong> <strong>the</strong> internal evaluations. However, <strong>the</strong> external<br />

reports drawn by <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs were not completed and NUFFIC did<br />

not have <strong>the</strong> ownership. NUFFIC would ask <strong>the</strong> Ministry for permission to share those<br />

reports but warned <strong>the</strong> participant that some <strong>of</strong> <strong>the</strong> evaluations would be in Dutch.<br />

S. General Discussion on <strong>Fellowships</strong> Evaluation<br />

188. Ms. Tineke Volker from FAO underlined <strong>the</strong> importance <strong>of</strong> involving fellows in <strong>the</strong><br />

preparation <strong>of</strong> <strong>the</strong>ir training. Too <strong>of</strong>ten, agencies had been dealing with governments<br />

and academic institutions, slightly neglecting <strong>the</strong> point <strong>of</strong> view <strong>of</strong> fellows.<br />
