Annex I: Conclusions and Recommendations <strong>of</strong> <strong>the</strong> <strong>16th</strong> <strong>Meeting</strong><br />
<strong>of</strong> <strong>Senior</strong> <strong>Fellowships</strong> <strong>Officers</strong> <strong>of</strong> <strong>the</strong> United Nations System and<br />
Host Country Agencies<br />
1. The <strong>Meeting</strong> acknowledges with appreciation <strong>the</strong> participation and contributions <strong>of</strong><br />
dignitaries, Hon. Dr. Theo-Ben Gurirab, Speaker <strong>of</strong> <strong>the</strong> National Assembly <strong>of</strong> <strong>the</strong> Republic<br />
<strong>of</strong> Namibia and President <strong>of</strong> <strong>the</strong> 54th Session <strong>of</strong> <strong>the</strong> UN General Assembly<br />
as well as Deputy Assistant Director General <strong>of</strong> UNESCO, Mr. James Michael Kulikowski<br />
at <strong>the</strong> <strong>16th</strong> <strong>Meeting</strong> <strong>of</strong> <strong>Senior</strong> Fellowship <strong>Officers</strong> (SFOs) <strong>of</strong> <strong>the</strong> UN System<br />
Agencies.<br />
2. The <strong>Meeting</strong> notes with satisfaction that <strong>the</strong>ir Agencies had adhered to <strong>the</strong> harmonized<br />
policies and procedures agreed upon at <strong>the</strong> 15th <strong>Meeting</strong> <strong>of</strong> SFOs, except those which<br />
had financial implications.<br />
3. Participants recommends that <strong>Senior</strong> <strong>Fellowships</strong> <strong>Officers</strong> continue to take <strong>the</strong> necessary<br />
steps in <strong>the</strong>ir respective organizations to convey <strong>the</strong> decisions taken both at <strong>the</strong> 15th<br />
(2004) and <strong>16th</strong> (2006) <strong>Meeting</strong>s to <strong>the</strong>ir <strong>Senior</strong> Management in order to facilitate <strong>the</strong><br />
consultative process to be carried out by <strong>the</strong> Chief Executives Board (CEB) for <strong>the</strong> approval,<br />
in particular, <strong>of</strong> all common agreed standards having financial implications.<br />
4. The <strong>Meeting</strong> urges <strong>the</strong> CEB High Level Committee on Management (HLCM) to take<br />
<strong>the</strong> necessary steps to have <strong>the</strong> recommendations <strong>of</strong> <strong>the</strong> 15th and <strong>16th</strong> <strong>Meeting</strong>s <strong>of</strong><br />
SFOs approved by all UN System Agencies in order to achieve harmonization <strong>of</strong> Fellowship<br />
procedures and entitlements.<br />
5. UN/DESA <strong>of</strong>feres to publish a booklet for Fellowship <strong>Officers</strong> with all <strong>the</strong> harmonized<br />
procedures and entitlements on <strong>Fellowships</strong>, Study Tours and Group Training as soon<br />
as <strong>the</strong>y are approved by Agencies through CEB/HLCM.<br />
6. The <strong>Meeting</strong> recommendes “<strong>Fellowships</strong> Impact Assessment” as one <strong>of</strong> <strong>the</strong> major agenda<br />
items for <strong>the</strong> 17th <strong>Meeting</strong> (2008).<br />
7. In <strong>the</strong> framework <strong>of</strong> South-South cooperation, Agencies are encouraged to share information<br />
on Training Institutions/Centers <strong>of</strong> Excellence in <strong>the</strong> South for posting on <strong>the</strong><br />
common DESA <strong>Fellowships</strong> website.<br />
8. Agencies are encouraged to use <strong>the</strong> e-forum (http://esa.un.org/techcoop) designed by<br />
DESA to conduct e-conferencing on issues <strong>of</strong> common interest. The Task Force on<br />
<strong>Fellowships</strong> Impact Assessment, which has been established by this <strong>Meeting</strong>, may also<br />
use it as a valuable and efficient tool.<br />
9. The <strong>Meeting</strong> takes note <strong>of</strong> <strong>the</strong> requirement that all UN trainees take <strong>the</strong> Advanced<br />
Security in <strong>the</strong> Field course (in addition to Basic module) when assigned in countries<br />
with security phase I and above as well as <strong>of</strong> <strong>the</strong> need to obtain a security clearance for<br />
Group Training.
