Fund as a 1A priority. This request is for continued funding of a multi-year funded project that implements stormwater<br />

improvements in Smallwood Circle Improvement Area.<br />

Description<br />

This project is to perform the Implementation of Best <strong>Management</strong> Practices (BMPs) element of the <strong>District</strong>'s <strong>Water</strong>shed<br />

<strong>Management</strong> Program (WMP) in the Stevenson Creek <strong>Water</strong>shed, Smallwood Circle Improvement Area. The improvement area<br />

watershed covers an area of approximately 0.15 square miles. The project consists a connection to the FDOT system along Drew<br />

Street (SR580), adding two baffle boxes to remove solids, and removal, abandonment and/or replacement of approximately 3000<br />

linear feet of 24 inch diameter CMP pipe. The replacement pipe will be 36 inch by 24 inch elliptical pipe for approximately 300' at<br />

the downstream end and the rest will be 36" round pipe. One thousand feet of the pipe is undersized, and other parts of the<br />

existing pipe are deteriorated. Parts of the pipe are located under existing homes, and will be abandoned. The existing pipe is<br />

undersized (1000') and segments of the pipe are deteriorating. Implementation of BMPs in this project includes the following tasks:<br />

design, development of construction documents, construction permitting, bidding and contractor selection, construction of the<br />

BMPs and construction engineering and inspection.<br />

Benefits<br />

The project will address level of service deficiencies by adding water quality treatment for road and street stormwater runoff, and by<br />

improving local system conveyance. The project will remove 100-year flood risk from two homes and reduce the risk of house<br />

foundation failures due to the proximity of the deteriorating metal pipes.<br />

Costs<br />

The projected cost for this project is $1,750,000 of which the Board's share is $875,000 and the City's share is $875,000. For<br />

FY2012, the <strong>District</strong> and City each budgeted $125,000 for design, development of construction documents and permitting. For<br />

FY2013, the City is requesting $750,000 in <strong>District</strong> funding for construction. The City will contribute $750,000 in matching funds.<br />

This will complete the funding requirement for this project. The probable construction costs are based on a BMP analysis<br />

developed by the cooperator. The <strong>District</strong> funding amount shown in the table includes staff salaries.<br />

Additional Information<br />

The WMP includes five major elements: 1) Topographic Information, 2) <strong>Water</strong>shed Evaluation, 3) <strong>Water</strong>shed <strong>Management</strong> Plan, 4)<br />

Implementation of BMPs, and 5) Maintenance of <strong>Water</strong>shed Parameters and Models. Implementing elements of the WMP with<br />

local governments is one of the <strong>District</strong>'s Strategic Priorities. The WMP provides a method to evaluate the capacity of a watershed<br />

to protect, enhance, and restore water quality and natural systems, while achieving flood protection. This project involves the<br />

Implementation of BMPs which includes construction of the BMPs. The project is an intermediate system, and was identified as<br />

Hammond Branch Project 5D in the 2001 <strong>District</strong> funded Stevenson Creek <strong>Water</strong>shed <strong>Management</strong> Plan. Stormwater from Drew<br />

Street (SR590) passes through the pipe system in this improvement area. This connection will be modified to add a baffle box for<br />

water treatment. A second baffle box will be added A cooperative funding expenditure agreement with the City will be developed for<br />

Implementation of BMPs. The City will manage the project, where the <strong>District</strong> project manager must approve any agreements to<br />

accomplish project tasks.<br />
