Recommendation<br />

Fund as a High priority. The project addresses water supply priorities of the Board by implementing reclaimed water supply in the<br />

South Central portion of Pasco County. The project is local in its implementation, however it will provide regional benefits as it is<br />

near regional potable water wellfields. The cooperator has confirmed it will request the necessary matching funds in a future<br />

capital improvement program budget and has started preliminary design (no <strong>District</strong> funding). There was sufficient data submitted<br />

to evaluate the project, it is within the Board's statutory authority to fund, and it is not the result of a permit requirement or<br />

enforcement action . The County ranked this project 15th on their list of 15 FY2013 CFI requests.<br />

Description<br />

This proposed FY2013 project is for the design and construction of 4-inch diameter reclaimed water line to provide additional<br />

reclaimed water to the Lexington Oaks Golf Course and subdivision. The project will also include a in-pond barrier to create a<br />

separate reclaimed water pond inside the golf course's existing on-site storage pond.<br />

Benefits<br />

The project will create 1 million gallons of reclaimed water storage to supply 0.12 mgd of reclaimed water and offset 0.09 mgd of<br />

potable quality groundwater currently used for irrigation.<br />

Costs<br />

The total cost of the project is estimated to be $122,000, Pasco County has requested $61,000 in FY2013 funding from the <strong>District</strong><br />

for fifty percent of the funding. The estimated cost, amortized at 8 percent over 30 years is $0.33 per 1000 gallons offset.<br />

Additional Information<br />

The golf course has been limited to the amount (0.18 mgd) of reclaimed water it can use due to pH and scaling issues caused by<br />

the co-mingling of reclaimed water and stormwater and long residence time in the existing 8 acre pond. The apparent hardness<br />

of the water from the pond has caused emitters in the irrigation system to become clogged forcing the irrigation system to be off<br />

line and serviced on a fairly regular basis. The abnormally high pH level in the pond is believed to be the major cause of the<br />

scaling and impact to the irrigation system. High levels of algae and the photosynthetic uptake of carbon dioxide in the pond has<br />

caused this pH issue. The pH level has been brought down by using an acid injection system; however, the average monthly cost<br />

of this remedy is approximately $4,000. This has proven to be an economic hardship to the golf course operation. The consensus<br />

solution is to segregate the reclaimed water from the rest of the pond by building a barrier that will allow the an additional 0.09<br />

mgd of reclaimed water to be used as the separated reuse will have less retention time and interaction with the remainder of the<br />

waterbody. This will consist of a sheet pile structure that will retain approximately 1 million gallons. This storage quantity will be<br />

enough water for several irrigation cycles allowing for adequate recharging of the new segregated storage pond with reclaimed<br />

water.<br />
