Fund as a High priority. This funding request is for proposed implementation of BMPs that will protect, enhance and restore water<br />

quality while achieving flood protection for the Coastal Beach Island <strong>Water</strong>shed, Magnolia Drive Improvement Area, in the City of<br />

Clearwater. All permits have been obtained for the project, and construction plans and documents are 90% complete.<br />

Description<br />

This proposed project is for the Implementation of Best <strong>Management</strong> Practices (BMPs) element of the <strong>District</strong>'s <strong>Water</strong>shed<br />

<strong>Management</strong> Program (WMP) in the Beach Island <strong>Water</strong>shed, Mandalay Avenue Improvement Area. The watershed covers an area<br />

of approximately 21 acres and is located in Clearwater. This project consists of increasing pipe sizes and adding end-of-pipe<br />

treatment to stormwater runoff. Currently stormwater runoff flows untreated through existing undersized pipe systems directly into<br />

Clearwater Harbor. Implementation of BMPs for this project includes the following tasks: construction of the BMPs and construction<br />

engineering and inspection.<br />

Benefits<br />

Implementation of BMPs will improve the level of flood protection and enhance water quality of stormwater runoff discharging into<br />

Clearwater Harbor.<br />

Costs<br />

The total budget amount for this project is $1,600,000, of which the <strong>District</strong>’s share is $800,000 and the City of Clearwater's share<br />

is $800,00. For FY2013, the City is requesting $800,000 in <strong>District</strong> funding for construction and construction engineering and<br />

inspection. The City will contribute $800,000. If the FY2013 request is approved this will complete the project funding requirements.<br />

The probable construction costs for this project are based on a BMP alternative analysis developed the cooperator. The <strong>District</strong><br />

funding amounts shown in the table below include staff salaries.<br />

Additional Information<br />

The WMP includes five major elements: Topographic information, <strong>Water</strong>shed Evaluation, <strong>Water</strong>shed <strong>Management</strong> Plan,<br />

Implementation of BMPs, and Maintenance of <strong>Water</strong>shed Parameters and Models. Implementing elements of the WMP with local<br />

governments is one of the <strong>District</strong>'s Strategic Priorities. The design of the project is at 90%, all permits have been obtained, and<br />

land acquisition is not necessary for this project. Construction could begin in October of 2012. A cooperative funding expenditure<br />

agreement will be developed with the City. The City will manage the project, where the <strong>District</strong> project manager must approve any<br />

agreements to accomplish project tasks.<br />
