Fund as a High priority. The project provides water quality improvement by routing water through a sump and reducing stormwater<br />

velocities thus providing erosion protection and addresses flooding along <strong>Bay</strong>view Drive.<br />

Description<br />

The Town of Belleair has been experiencing shoreline erosion along the <strong>Bay</strong>view Drive shoreline from Manatee Road to the bridge<br />

north of Ocala Road (approximately 2,700 LF). The continuous erosion caused by a combination of stormwater discharge,<br />

groundwater seepage and wave action has caused environmental damage to the existing sea grasses and mangroves. There are<br />

(7) seven existing stormwater discharge pipes that collect runoff from a 113.27 acre tributary. The storm outfalls discharge through<br />

the bluff side banks about midway up the slope causing severe erosion of the bluff banks and at the toe of the bluff. The existing<br />

storm outfalls are also undersized resulting in localized upstream. The plan is to capture the runoff currently discharging through<br />

seven storm outfalls into a single storm pipe and directing all the runoff to one outfall location. A baffle drop box with a sump is<br />

proposed to dissipate the energy and reduce the velocity at the outfall. The segment of pipe from the baffle box to the bay will also<br />

be lowered so the pipe invert is slightly above the bottom of the bay in order to reduce erosion. The bluff banks around the new<br />

outfall will be stabilized with rubble rip-rap. The existing storm outfalls will then be removed, abandoned or capped eliminating<br />

erosion and sedimentation at those locations. This improvement will provide significant benefit to the existing sea grasses and<br />

mangroves along the shoreline and will eliminate localized flooding in the upstream areas. Also, a conservation easement has<br />

been obtained to protect the sea grasses and mangroves along the shoreline.<br />

Benefits<br />

The project will significantly reduce the sediments entering Clearwater Harbor and reduce stormwater velocities thereby reducing<br />

shoreline erosion and improving water quality in Clearwater Harbor. Additionally, the project will provide localized flooding relief to<br />

the residential areas east of <strong>Bay</strong>view Drive.<br />

Costs<br />

The total project cost is estimated to be $800,000. The Town has requested $400,000 from the <strong>District</strong> in FY2013 and will provide<br />

an equal match. The FY2013 funds will be used for design, permitting, and the first phase of construction.<br />

Additional Information<br />

The Town was previously approved for a cooperative grant in 2009 (Agreement No. 09C00000068) in the amount of $5M to provide<br />

the environmental and flood protection benefits listed above. Under the original grant, the proposed improvements consisted of<br />

stabilizing approximately 2,700 linear feet of the bluff bank. Due to the economic conditions, the Town has elected to modify the<br />

design in order to reduce the overall cost to under $2M while at the same time providing comparable environmental and flood<br />

protection for the local area.<br />
