Fund as a High priority. The project is consistent with the <strong>District</strong>'s priorities of water conservation. Earlier phases of the Pasco<br />

County's toilet rebate project have been progressing in a timely manner. There is sufficient data submitted to evaluate the project, it<br />

is within the <strong>District</strong>'s statutory authority to fund, and it is not a result of a permit requirement or enforcement action<br />

Description<br />

This is a sixth-year funding request for a toilet rebate project that offers financial incentives to water customers within Pasco County<br />

Utility's service area to replace existing high-volume toilets (3.5 gpf or higher) with ultra low-flow toilet (ULFT) and high-efficiency<br />

toilet (HET) models to save potable water. The FY013 project proposes to retrofit and rebate up to an additional 100 toilets through<br />

an outside contracted consultant. Depending on the program's continued success, the Utilities Department may continue the<br />

program for additional years.<br />

Benefits<br />

Once all 100 accounts are rebated, the estimated savings will be 2,700 gallons per day.<br />

Costs<br />

The total project cost is $20,000. Pasco County is providing 50%, or $10,000 and is requesting $10,000 from the Pinellas-Anclote<br />

River Basin reserves in FY2013. The cost amortized at 8 percent over 20 years, is $2.04 per thousand gallons saved<br />

Additional Information<br />

The ongoing ULV Toilet Rebate program is a component of Pasco County's overall 5-year <strong>Water</strong> Conservation Plan. The five<br />

previous plumbing retrofit projects have been successful in Pasco County, and high citizen demand for such programs has<br />

remained steady and consistent. Approved HET models (1.28 gpf or less) are tested by the Environmental Protection Agency<br />

which allow industry standards to be met. The County understands they must ensure the HET models associated with this project<br />

will meet the EPA standards in order to be eligible for <strong>District</strong> funding as part of the project.<br />
