The project provides small localized benefits and is ranked as the lowest priority for the CFI FY2013 applications submitted by the County. Description This project is in response to a FY2013 Cooperative Funding request by Pinellas County to design, permit and construct a natural shoreline targeted to improve water quality, prevent erosion and improve natural systems along the north end of Taylor Reservoir. The project includes removal of an existing seawall, adjacent to 8th Avenue S.W., and replacing it with a graded, planted natural shoreline and littoral shelf. The 53-acre reservoir is within Taylor Park, which is located in central Pinellas County and is operated by the Pinellas County Parks & Conservation Resources Department. The reservoir serves as flood control for the 5,640-acre McKay Creek Basin, which drains to Tampa Bay, a SWIM water body. The removal of the seawall and addition of native vegetation along this slope and littoral shelf will provide the opportunity for nutrients, from the roadway, to be trapped and taken up by vegetation prior to reaching the waters of the reservoir. This project also serves to restore habitat, prevent erosion, and insure public safety along the northern shoreline of Taylor Reservoir. Benefits Replacement of the seawall with a natural vegetated shoreline provides a net water quality improvement to filter nutrients from runoff, in-lake nutrient removal from littoral vegetation, and a reduction of sediment transport downstream which could contribute to Total Suspended Solids, turbidity, nutrients, and smothering of biological communities. Costs The proposed FY2013 total project cost is estimated at $1,002,000, with Pinellas County and the District each contributing half ($501,000). District funds shown in the table include staff salaries. Additional Information This project meets the goals and objectives of the Pinellas Comprehensive Plan. Pinellas County participates in the National Pollutant Discharge Elimination System (NPDES) program and has a strong ongoing Watershed Management effort. The County promotes Florida Friendly Landscaping, natural systems restoration, water conservation, resource protection and invests in citizen education to improve quality of life and sustain a healthy environment.
