This funding request is for proposed implementation of BMPs that will protect, enhance and restore water quality while achieving flood protection Coastal for Basin 1 Watershed, Magnolia Drive Improvement Area, in the City of Clearwater. Description This is a proposed project to perform the implementation of Best Management Practices (BMPs) in the Coastal Basin 1 Watershed, Magnolia Drive Improvement Area. The watershed covers an area of approximately 0.1 square miles and is located in the City of Clearwater. This project modifies stormwater inlets, rehabilitates pipes, and installs a device to collect leaves and debris so the materials can be hauled off site for disposal. Currently, stormwater runoff carries leaves and debris off South Fort Harrison Avenue, Druid Drive, Jasmine Way, and Mangolia Drive directly into St. Joseph Sound. Implementation of BMPs in this improvement area includes the following tasks: design, development of construction documents, construction permitting, bidding and contractor selection, construction of the BMPs and construction engineering and inspection. Benefits The BMPs will provide stormwater treatment by removing pollutants generated on South Fort Harrison, Druid Road, Jasmine Way, and Magnolia Drive before entering St Joseph's Sound. Costs The total budget amount for this project is $1,100,000, of which the District’s share is $550,000 and the City of Clearwater's share is $550,000. For FY2013, The City is requesting $550,000 in District funds. The City will contribute $550,000 as matching funds. This completes the funding requirements for this project. The probable construction costs for this project are based on a BMP alternative analysis developed by the cooperator. The District funding amounts shown in the table below includes staff salaries. Additional Information The WMP includes five major elements: Topographic information, Watershed Evaluation, Watershed Management Plan, Implementation of BMPs, and Maintenance of Watershed Parameters and Models. Implementing elements of the WMP with local governments is one of the District's Strategic Priorities. A cooperative funding expenditure agreement will be developed with the City of Clearwater for implementation of BMPs. The City will manage the project, where the District project manager must approve any agreements to accomplish project tasks.
