N471 Planning-Temple Terrace NE Hillsborough Reclaimed Water Master Plan Project Type AORs Water Supply Cooperative Funding Strategic Initiatives Reclaimed Water Temple Terrace Cooperator(s) Project Manager Anthony Andrade Task Manager(s) Status Proposed Coop. Funding Application Recommendation Fund as a High priority. The project addresses water supply priorities of the Board by implementing reclaimed water supply in the North East portion of Hillsborough County. The master plan project is regional in its implementation, and could provide regional benefits. The cooperator has confirmed it will request the necessary matching funds in a future capital improvement program budget. There was sufficient data submitted to evaluate the project, it is within the Board's statutory authority to fund, and it is not the result of a permit requirement or enforcement action. The City ranked this project their Top and only priority of their FY2013 CFI request. Description This proposed FY2013 project is a reclaimed water master plan that explores the potential of developing a regional reclaimed water system associated with the City of Temple Terrace and the NE Hillsborough County area. The proposed plan would identify reclaimed water potential users, potential quality of the reclaimed water needed, potential offsets to the groundwater, determine components, sizing and costs associated with the design and construction of the necessary storage/pumping/transmission/distribution systems, provide options to optimize beneficial use of the reclaimed water supply, and create a plan for implementing recommendations. Potential users include public private partners including Two River’s Ranch, CF Industries, USF, MOSI, and existing golf resorts. This project will also explore the potential for aquifer recharge in the Dover/Plant City frost/freeze area. Benefits Upon completion of this project, the cooperator will have a reclaimed water master plan to develop reclaimed water projects to supply the City and nearby customers (USF, Busch Gardens, large land owners etc.) with a reclaimed water supply from Hillsborough County's South Central Reuse System. Costs The total cost of this project is estimated at $100,000 of which 50 percent or $50,000 is requested from the District in FY2013. The cost benefit cannot be calculated, as the project is a Master Plan only, and offsets will be associated with future related transmission projects. Additional Information Temple Terrace does not have a wastewater treatment plant – all wastewater flows are sent to the City Of Tampa where the reclaimed water is discharge into Tampa Bay, as such, Temple Terrace does not have access to reclaimed water. Hillsborough County has indicated they are willing to participate in this project (information only) in that they have existing treatment capacity at the Valrico WRF to potentially treat Temple Terrace wastewater. This would increase the reclaimed supply by 2-3 million gallons per day to existing Hillsborough County reclaimed systems and provide the potential to supply reclaimed water to Temple Terrace. Additionally, potential exists for the Hillsborough County and Plant City reclaim water distribution systems to be connected to create a regional supply that can offset ground water in NE Hillsborough County and provide opportunity to provide large quantities of reclaimed water to other entities for use or recharge.
