Fund as a High priority. The project addresses water supply priorities of the <strong>District</strong> by saving potable water supplies. The FGUA<br />

has demonstrated their ability to successfully manage toilet rebate projects as this proposed project will be for the third phase of<br />

their heretofore sucessful toilet rebate program. (Previous phases of FGUA toilet rebate program - N245; N410). The project is<br />

regional in nature in that it will reduce the demand on the <strong>Tampa</strong> <strong>Bay</strong> <strong>Water</strong> regional system as all of the FGUA service utility areas<br />

targeted for this project are located in Pasco County (member government of TBW). The cooperator has confirmed it will include<br />

the necessary matching funds in its capital budget if approved. There was sufficient data submitted to evaluate the project, it is<br />

within the <strong>District</strong>'s statutory authority to fund, and it is not the result of a permit requirement or enforcement action.<br />

Description<br />

The <strong>Florida</strong> Governmental Utility Authority (FGUA) proposes the continuation of its toilet rebate program for continued consideration<br />

in what will be the third phase of the rebate program. The third annual program will provide account credits for the purchase and<br />

installation of ultra-low flow and high efficiency toilets to residential customers replacing conventional toilet fixtures designed and<br />

installed prior to 1995. The FGUA will provide up to a $100 account credit for the purchase of a low-flow toilet and a $60 credit for<br />

the purchase of a second low-flow toilet. The program will cover the replacement of up to 220 toilets, with a maximum of two<br />

rebates per customer account.<br />

Benefits<br />

Once all 220 accounts are rebated, the estimated savings will be 5235 gallons per day.<br />

Costs<br />

The total project cost is $34,743. The FGUA is providing 50%, or $17,372 and is requesting $11,639 from the Pinellas-Anclote<br />

River Basin reserves and $5,732 from the Coastal Rivers Basin reserves in FY2013. The cost amortized at 8 percent over 20 years,<br />

is $1.83 per thousand gallons saved.<br />

Additional Information<br />

According to an opinion poll conducted by <strong>Tampa</strong> <strong>Bay</strong> <strong>Water</strong> in 2005, nearly 60 percent of Pasco County Residents signified they<br />

would participate in a low-flow toilet rebate program if it was offered. The purpose of the program continues its aim to decrease<br />

the amount of water consumed during toilet flushing in residential communities in its Pasco Systems service areas by<br />

encouraging customers to purchase low-flow (LFT), ultra low-flow (ULFT) or high efficiency (HET) toilets. The program also would<br />

provide water conservation informational materials and education flyers, including education on maintaining toilet flapper valves,<br />

checking for toilet leaks and other ways the FGUA customers may save water expended from their bathroom fixtures. A third-party<br />

contractor, Demetri's Solutions, will review applications, inspect, authorize, dispose of old toilets and report participants and FGUA<br />

customers to the FGUA that have successfully installed LFTs, ULFTs, and HETs. Another third-party contractor, Lithohaus<br />

(Mailhaus) Printers will print educational and outreach material drafted by the FGUA for the program, including the program tri-fold<br />

to be placed with customers' bills prior to the start of the program, as well as printing and mailing of the program survey to<br />

participants receiving account credits. The FGUA, through its management contractor, Government Services Group, will be tasked<br />

with developing and maintaining records of program participants, providing credits to customers and reporting project milestones<br />

to SWFWMD<br />
