Funding Application Recommendation Fund as a Medium priority. This proposed funding request is for the implementation of Best Management Practices (BMPs). This BMP project includes implementation of stormwater improvements in N. Dormany Road Improvement Area of Hillsborough County. Project was ranked medium since no water quality benefits beyond that required for permitting are proposed. Description This is a proposed multi-year funded project to perform the implementation of Best Management Practices (BMPs) element of the District's Watershed Management Program (WMP) for Hollomans Branch and Clay Gully East Tributaries of the Hillsborough River Watershed, in the North Dormany Road Improvement Area. This project includes replacement of 9 culverts, regrading 3,250 feet of the tributaries, 1,450 feet of roadway swale regrading, adding a control weir, and expanding an existing wetland for added storage. The issue in this improvement area is major street flooding primarily at the intersection of Hovan Ave/Red Hawk Lane and N. Dormany Road. No land acquisition is required and the County will perform the PD&E and design for this project. No permits have been issued yet for this project. Implementation of BMPs includes the following tasks: design, development of construction documents, construction permitting, bidding and contractor selection, construction of the BMPs and construction engineering and inspection. Benefits The proposed BMPs will reduce access road flooding along N. Dormany Road near Hovan Ave/Red Hawk Lane intersection and provide some water quality treatment by expansion of a wetland for storage. Costs The total budget amount for this project is $1,702,000 of which the District’s share is $851,000 and the County/City share is $851,000. For FY2013, the County has requested $551,000 from the District for design and permitting. The County will contribute $551,000 in matching funds. Future funding will be needed to complete the project. The probable construction costs for this project are based on a BMP alternative analysis developed through a WMP conducted by Hillsborough County. The District funding amount shown in the table includes staff salaries. Additional Information The WMP includes five major elements: Topographic information, Watershed Evaluation, Watershed Management Plan, Implementation of BMPs, and Maintenance of Watershed Parameters and Models. Implementing elements of the WMP with local governments is one of the District's Strategic Priorities. The Topographic Information, Watershed Evaluation and Management Plan elements were completed in 2002. Permits and drainage easements have not been acquired for this proposed project, but the County does not excpect to have nay delays in obtaining the easements or permits. A cooperative funding expenditure agreement with Hillsborough County will be developed as a multi-year funded project contingent on the approval of future funding to complete the Implementation of BMPs. This is a multi–year funded project that will require a cooperative funding request each fiscal year until completed. The County will manage the project, where the District project manager must approve any agreements to accomplish project tasks. No land acquisition is required and there have been no permits issued to date.
