Foreword<br />
The <strong>Lao</strong> <strong>PDR</strong> is rich <strong>in</strong> natural resources, <strong>and</strong> thus <strong>the</strong> governance of its l<strong>and</strong> is <strong>the</strong> backbone of susta<strong>in</strong>able development,<br />
economic growth <strong>and</strong> poverty eradication. L<strong>and</strong> <strong>and</strong> natural resources have attracted significant <strong>in</strong>vestment, both foreign<br />
<strong>and</strong> domestic, over <strong>the</strong> last 10 years, <strong>and</strong> thus have contributed to generat<strong>in</strong>g substantial national revenue. The <strong>Lao</strong> <strong>PDR</strong> has<br />
thus evolved <strong>in</strong>to a supplier of raw agricultural commodities, tree crops, m<strong>in</strong>erals as well as hydropower, ma<strong>in</strong>ly for its large<br />
neighbour<strong>in</strong>g economies, lead<strong>in</strong>g to a drastic <strong>in</strong>crease of <strong>the</strong> dem<strong>and</strong> on l<strong>and</strong>.<br />
Due to <strong>the</strong> lack of reliable or comprehensive data about <strong>in</strong>vestment <strong>in</strong> l<strong>and</strong>, <strong>the</strong> Government of <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong> (GoL) <strong>and</strong> <strong>the</strong><br />
National Assembly felt <strong>the</strong> need to ga<strong>in</strong> a comprehensive overview of ongo<strong>in</strong>g <strong>in</strong>vestment projects <strong>and</strong> to quantify <strong>the</strong><br />
extent of l<strong>and</strong> concession <strong>and</strong> lease areas as <strong>the</strong> basis for future decision mak<strong>in</strong>g <strong>and</strong> policy development. In response, <strong>the</strong><br />
German Federal M<strong>in</strong>istry for Economic Cooperation <strong>and</strong> Development (BMZ) through <strong>the</strong> <strong>Lao</strong>-German L<strong>and</strong> Management<br />
<strong>and</strong> Registration Project (GIZ LMRP) has provided f<strong>in</strong>ancial support <strong>and</strong> technical advice to <strong>the</strong> former National L<strong>and</strong><br />
Management Authority (NLMA) to collect data for a State L<strong>and</strong> <strong>Leases</strong> <strong>and</strong> <strong>Concessions</strong> Inventory. This <strong>in</strong>formation was<br />
compiled <strong>in</strong> <strong>the</strong> State L<strong>and</strong> Lease <strong>and</strong> Concession Inventory database, out of which prov<strong>in</strong>cial reports have been produced.<br />
The State L<strong>and</strong> <strong>Leases</strong> <strong>and</strong> <strong>Concessions</strong> Inventory represents a globally unique <strong>and</strong> extremely valuable database, especially<br />
<strong>in</strong> <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong> where commercial pressure on l<strong>and</strong> has <strong>in</strong>creased exponentially over <strong>the</strong> last decade. Until today, all<br />
available <strong>in</strong>sights are based on ei<strong>the</strong>r aggregated official statistics (GoL report<strong>in</strong>g) or site specific case study <strong>in</strong>formation.<br />
Hence, <strong>the</strong>re has been no detailed, comprehensive set of <strong>in</strong>formation compiled on a national scale describ<strong>in</strong>g l<strong>and</strong><br />
concessions <strong>and</strong> leases. As active as <strong>the</strong> debate on this topic has been, it has none<strong>the</strong>less suffered from this lack of a national<br />
basel<strong>in</strong>e of data.<br />
A vast store of data has now been collected at <strong>the</strong> local level, <strong>and</strong> <strong>in</strong> a spatially explicit manner which allows for relat<strong>in</strong>g it to<br />
o<strong>the</strong>r national level <strong>in</strong>formation (e.g. socioeconomic data). This represents <strong>the</strong> first <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> contexts (e.g. <strong>in</strong> relation<br />
to poverty, environment <strong>and</strong> <strong>in</strong>frastructure) l<strong>and</strong> concessions <strong>and</strong> leases take place <strong>in</strong>. Aga<strong>in</strong>st this backdrop, to make this<br />
valuable data available <strong>and</strong> to generate added value on a national level, <strong>the</strong> Swiss Agency for Development <strong>and</strong> Cooperation<br />
(SDC) supported <strong>the</strong> analysis upon which this “<strong>Concessions</strong> <strong>and</strong> <strong>Leases</strong> <strong>in</strong> <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong>: Tak<strong>in</strong>g stock of L<strong>and</strong> Investments” is<br />
based. Consolidation <strong>and</strong> analysis was carried out <strong>in</strong> a trilateral way, ma<strong>in</strong>ly between <strong>the</strong> Natural Resource <strong>and</strong> Environment<br />
Information Centre (NREIC) of MoNRE <strong>and</strong> <strong>the</strong> Centre for Development <strong>and</strong> Environment (CDE) of <strong>the</strong> University of Bern,<br />
with significant contributions from <strong>the</strong> Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).<br />

We expect <strong>the</strong> knowledge <strong>and</strong> <strong>in</strong>sights provided <strong>in</strong> this publication to support <strong>the</strong> Government of <strong>Lao</strong>s <strong>in</strong> better pursu<strong>in</strong>g<br />
evidence-based decision mak<strong>in</strong>g <strong>and</strong> susta<strong>in</strong>able development. Its contents may also po<strong>in</strong>t to current <strong>and</strong> potential<br />
negative aspects of l<strong>and</strong> <strong>in</strong>vestment, as well as constructive strategies for avoid<strong>in</strong>g or mitigat<strong>in</strong>g <strong>the</strong>ir effects. Similarly, we<br />
expect that a range of national <strong>and</strong> <strong>in</strong>ternational agencies active <strong>in</strong> <strong>the</strong> field of l<strong>and</strong> management <strong>and</strong> governance will f<strong>in</strong>d<br />
great value <strong>in</strong> this report as a reference <strong>and</strong> guide to constructive discourse on <strong>in</strong>vestment <strong>in</strong> l<strong>and</strong> <strong>in</strong> <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong> for <strong>the</strong><br />
