3.1 - Elevation<br />

Due to <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong>’s emphasis on natural resource extraction<br />

<strong>and</strong> primary sector activities, <strong>the</strong> geophysical conditions of<br />

l<strong>and</strong> can be assumed to be of central importance to <strong>in</strong>vestors. A<br />

number of topographical, climatic <strong>and</strong> location-related issues<br />

shape <strong>the</strong> suitability of economic activities, particularly<br />

<strong>in</strong>tensive crop <strong>and</strong> tree cultivation. Elevation was thus<br />

analysed across <strong>in</strong>vestment project characteristics, <strong>and</strong> is<br />

presented <strong>in</strong> this section.<br />

The majority (68%) of all area under <strong>in</strong>vestment occurs <strong>in</strong><br />

<strong>the</strong> lowl<strong>and</strong>s of <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong>, or below 500 meters above sea<br />

level (masl) (see Table 18). Project areas <strong>in</strong> <strong>the</strong> North are much<br />

more likely to occur at higher elevations than those <strong>in</strong> Central<br />

<strong>and</strong> Sou<strong>the</strong>rn <strong>Lao</strong> <strong>PDR</strong>. This is partly a result of <strong>the</strong> fact that<br />

<strong>the</strong> North is more mounta<strong>in</strong>ous <strong>and</strong> on average higher <strong>in</strong><br />

elevation than o<strong>the</strong>r regions, though almost half of all project<br />

areas <strong>the</strong>re have elevations above 800 masl.<br />

66% of agricultural projects <strong>and</strong> 87% of forestry projects<br />

occur at 500 masl or below. When exam<strong>in</strong>ed at <strong>the</strong> product<br />

level, <strong>in</strong>dividual agricultural <strong>and</strong> forestry products tend to be<br />

highly concentrated at certa<strong>in</strong> elevations, likely accord<strong>in</strong>g to<br />

<strong>the</strong> climatic conditions necessary for <strong>the</strong>ir production. The<br />

majority of products are located with<strong>in</strong> just one elevation<br />

category (e.g. 0-200 masl), <strong>and</strong> at least 75% of <strong>the</strong> total area<br />

under <strong>in</strong>vestment for any given product is found with<strong>in</strong> two<br />

adjacent elevation categories. Most agricultural <strong>and</strong> forestry<br />

products are located at low elevations with <strong>the</strong> exceptions of<br />

coffee, tea, agarwood <strong>and</strong> livestock, which all occur primarily<br />

<strong>in</strong> <strong>the</strong> 500-800 masl areas. 84% of areas produc<strong>in</strong>g eucalyptus<br />

are at 200 masl or below, <strong>and</strong> 93% of rubber is located at<br />

500 masl or below. In contrast, most m<strong>in</strong><strong>in</strong>g areas are spread<br />

across <strong>the</strong> lower four elevation categories.<br />

The highest concentration of l<strong>and</strong> <strong>in</strong>vestments at higher<br />

altitudes occurs <strong>in</strong> Xiengkhuang <strong>and</strong> Luangnamtha Prov<strong>in</strong>ces<br />

<strong>in</strong> <strong>the</strong> North, <strong>and</strong> on <strong>the</strong> Bolaven Plateau <strong>in</strong> <strong>the</strong> South (see<br />

Map 15). Most <strong>in</strong>vestment <strong>in</strong> <strong>the</strong> two lowest elevation<br />

categories (below 500 masl) is located along <strong>the</strong> Mekong<br />

Pla<strong>in</strong> <strong>in</strong> Central <strong>and</strong> Sou<strong>the</strong>rn <strong>Lao</strong> <strong>PDR</strong> (see Map 15).<br />
