3.3.2 - Literacy <strong>in</strong> Areas under Investment<br />
Literacy rates are used as a proxy for demonstrat<strong>in</strong>g wider<br />
trends <strong>in</strong> education levels among people resid<strong>in</strong>g <strong>in</strong> areas<br />
where <strong>in</strong>vestment projects occur, <strong>and</strong> <strong>the</strong>y are found to largely<br />
mirror poverty patterns. Where poverty is highest, literacy<br />
rates are lowest, <strong>and</strong> <strong>the</strong> literacy rate across areas under<br />
<strong>in</strong>vestment (80%) rema<strong>in</strong>s higher than <strong>the</strong> national<br />
average of 73%. Thus literacy rates are also lowest <strong>in</strong> areas<br />
with foreign <strong>in</strong>vestment (72%, which is only slightly below<br />
<strong>the</strong> national average), <strong>and</strong> highest by far among those under<br />
domestic <strong>in</strong>vestment (86%). They are also much lower <strong>in</strong> <strong>the</strong><br />
primary sector (74%), which also has <strong>the</strong> lowest poverty<br />
<strong>in</strong>cidence of all sectors <strong>and</strong> conta<strong>in</strong>s <strong>the</strong> only subsector,<br />
forestry, to fall below <strong>the</strong> national average (with a rate of 70%,<br />
three po<strong>in</strong>ts below <strong>the</strong> average national rate of 73%).<br />
With<strong>in</strong> foreign <strong>in</strong>vestor countries of orig<strong>in</strong>, India, Vietnam,<br />
Australia <strong>and</strong> Ch<strong>in</strong>a hold projects <strong>in</strong> areas with <strong>the</strong> lowest literacy<br />
rates (see Figure 22).<br />
At <strong>the</strong> product level, acacia, copper, corn <strong>and</strong> sugarcane<br />
accompany <strong>the</strong> poorest populations as well as <strong>the</strong> lowest<br />
literacy rates of 26%, 40%, 57% <strong>and</strong> 64% respectively. Major<br />
products <strong>in</strong>clud<strong>in</strong>g eucalyptus, Jatropha <strong>and</strong> rubber also have<br />
literacy rates slightly lower than <strong>the</strong> national average (73%,<br />
71% <strong>and</strong> 67% respectively).<br />
