access from bigger “urban” hubs. In addition, <strong>the</strong> quality of<br />

roads <strong>in</strong> <strong>the</strong> <strong>Lao</strong> <strong>PDR</strong> varies considerably <strong>and</strong> not all <strong>in</strong>vestment<br />

projects with<strong>in</strong> one hour of district capitals have access<br />

to paved roads, mak<strong>in</strong>g accessibility <strong>in</strong> part dependent upon<br />

season. Regardless, <strong>the</strong>se are significant f<strong>in</strong>d<strong>in</strong>gs as <strong>the</strong> GoL<br />

has prioritized encourag<strong>in</strong>g <strong>in</strong>vestment <strong>in</strong> remote, mounta<strong>in</strong>ous<br />

areas which have little to no <strong>in</strong>frastructural development<br />

for <strong>in</strong>vestment promotion, accord<strong>in</strong>g to <strong>the</strong> Law on<br />

Domestic <strong>and</strong> Foreign Investment Promotion No. 02/NA (8<br />

July 2009) Article 50 (see also PM Decree 135 (2 May 2009)).<br />

However, our analysis f<strong>in</strong>ds that most of <strong>the</strong> area under<br />

<strong>in</strong>vestment is relatively close to district capitals, thus it can be<br />

assumed that those remote priority zones are not yet where<br />

<strong>in</strong>vestment is most commonly tak<strong>in</strong>g place. Fur<strong>the</strong>r research<br />

is needed to determ<strong>in</strong>e <strong>the</strong> driv<strong>in</strong>g factors beh<strong>in</strong>d <strong>and</strong> implications<br />

of this trend.<br />

Concern<strong>in</strong>g <strong>the</strong> orig<strong>in</strong> of <strong>in</strong>vestors, <strong>the</strong>re are significant<br />

differences <strong>in</strong> terms of <strong>the</strong> average accessibility of <strong>the</strong> l<strong>and</strong><br />

deals granted. Domestic <strong>in</strong>vestors hold projects <strong>in</strong> some of<br />

<strong>the</strong> most remote regions with 40% of areas under domestic<br />

<strong>in</strong>vestment located over two hours from district capitals. FDI<br />

on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> accounts for only 19% of <strong>the</strong> area under<br />

<strong>in</strong>vestment outside of two hours travel time from <strong>the</strong> next<br />

district capital, <strong>and</strong> jo<strong>in</strong>t ventures account for 23% (see Figure<br />

19).<br />
