<strong>Public</strong>-private partnerships<br />
that br<strong>in</strong>g alternative operators<br />
<strong>in</strong>to the education system<br />
Involv<strong>in</strong>g private organizations <strong>in</strong> activities<br />
beyond provid<strong>in</strong>g education services<br />
has exp<strong>and</strong>ed the education market <strong>and</strong><br />
produced new forms <strong>of</strong> public-private<br />
engagement. Outsourc<strong>in</strong>g education-related<br />
services is justified because private<br />
expertise <strong>and</strong> education <strong>in</strong>novations can<br />
add value to public education, but there are<br />
two more advantages to contract<strong>in</strong>g external<br />
providers to support different aspects<br />
<strong>of</strong> the operation <strong>of</strong> public schools. First,<br />
competition between multiple providers<br />
can improve the quality <strong>of</strong> the services that<br />
they provide <strong>and</strong> can reduce costs. Second,<br />
economies <strong>of</strong> scale can result when contractors<br />
service multiple schools (World Bank<br />
2006).<br />
Pr<strong>of</strong>essional <strong>and</strong> support services<br />
Governments can hire private organizations<br />
to provide a range <strong>of</strong> support services<br />
to public <strong>and</strong> private schools that cater to<br />
low-<strong>in</strong>come students. In many countries,<br />
the capacity <strong>of</strong> the public sector to deliver<br />
high-quality education is compromised by<br />
a lack <strong>of</strong> knowledge <strong>of</strong> effective pedagogical<br />
practices. To mitigate this, governments<br />
can contract with private organizations that<br />
have had proven successes with their education<br />
methods to provide certa<strong>in</strong> key services<br />
such as teacher tra<strong>in</strong><strong>in</strong>g, curriculum design,<br />
textbook provision, <strong>and</strong> supplemental services<br />
for public or private schools educat<strong>in</strong>g<br />
poor students.<br />
For example, <strong>in</strong> Colombia, public<br />
authorities contract with the Escuela Nueva<br />
Foundation to tra<strong>in</strong> rural school teachers,<br />
distribute textbooks, <strong>and</strong> update curricula.<br />
<strong>The</strong> Foundation also provides technical<br />
assistance to rural schools to help them<br />
to implement the Escuela Nueva model,<br />
which is a multi-grade school model that<br />
has improved core education practices <strong>in</strong><br />
Colombia’s rural areas (Benveniste <strong>and</strong><br />

<strong>The</strong> M<strong>in</strong>istries <strong>of</strong> <strong>Education</strong> <strong>in</strong> the<br />
Dom<strong>in</strong>ican Republic <strong>and</strong> El Salvador<br />
have also contracted out services to the<br />
Escuela Nueva Foundation to support <strong>and</strong><br />
strengthen the program’s implementation.<br />
<strong>The</strong> Escuela Nueva Foundation usually<br />
assumes part <strong>of</strong> the total value <strong>of</strong> the contract<br />
by donat<strong>in</strong>g textbooks or by mak<strong>in</strong>g<br />
some other <strong>in</strong>-k<strong>in</strong>d contributions.<br />
Pakistan has also recently developed<br />
ways to support private schools that serve<br />
low-<strong>in</strong>come students. <strong>The</strong> Cluster-Based<br />
Teacher Tra<strong>in</strong><strong>in</strong>g Program was <strong>in</strong>troduced<br />
to improve teach<strong>in</strong>g practices <strong>in</strong> Punjab<br />
by engag<strong>in</strong>g specialists to conduct content<br />
knowledge tra<strong>in</strong><strong>in</strong>g for teachers <strong>in</strong> clusters<br />
consist<strong>in</strong>g <strong>of</strong> one public <strong>and</strong> two private<br />
schools. Similarly, the Quality Assurance<br />
Certification Program categorizes schools<br />
us<strong>in</strong>g quality criteria to <strong>in</strong>form parents’<br />
choice among schools while also provid<strong>in</strong>g<br />
tailored capacity-build<strong>in</strong>g programs <strong>in</strong> public<br />
<strong>and</strong> private schools (LaRocque 2008).<br />
<strong>The</strong> private sector can <strong>in</strong>troduce efficiencies<br />
<strong>in</strong> public education management.<br />
<strong>Private</strong> organizations can advise public<br />
schools <strong>in</strong> pedagogical <strong>and</strong> management<br />
issues for a specified period <strong>of</strong> time, under<br />
contract stipulations <strong>and</strong> with the possibility<br />
<strong>of</strong> transferr<strong>in</strong>g the school back <strong>in</strong>to public<br />
management. When a private contractor<br />
provides schools with technical assistance<br />
<strong>and</strong> has the ability to <strong>in</strong>fluence school decision-mak<strong>in</strong>g,<br />
this can help reduce <strong>in</strong>efficiencies<br />
<strong>and</strong> thus improve the management<br />
<strong>of</strong> the school.<br />
In Pakistan, Punjab’s Directorate <strong>of</strong> <strong>Education</strong><br />
has contracted with Idara-e-Taleemo-Agahi,<br />
a Lahore-based NGO, to serve as<br />
a temporary technical adviser on pedagogical<br />
<strong>and</strong> human resources matters under an<br />
adopt-a-school program. <strong>The</strong> period <strong>of</strong><br />
engagement is one year to carry out the<br />
core work <strong>of</strong> the contract <strong>and</strong> an additional<br />
two to three years to transfer back these<br />
responsibilities to the directorate. Through<br />
a memor<strong>and</strong>um <strong>of</strong> underst<strong>and</strong><strong>in</strong>g, the<br />
organization took over failed public schools<br />
<strong>and</strong> agreed to transfer knowledge <strong>and</strong> skills<br />
<strong>in</strong> plann<strong>in</strong>g, budget<strong>in</strong>g, education management<br />
<strong>in</strong>formation systems, <strong>and</strong> pedagogy<br />
to the schools’ managers (Sarwar 2006).<br />
