Program Grant<br />
This program gave vouchers to girls from low-<strong>in</strong>come<br />
communities to <strong>in</strong>duce them to enroll <strong>in</strong> the first, second,<br />
<strong>and</strong> third grades. It was implemented <strong>in</strong> 12 rural communities<br />
<strong>and</strong> <strong>in</strong>volved approximately 800 girls over 2 years. Target<br />
communities were chosen because they had the largest<br />
differentials between male <strong>and</strong> female school attendance <strong>and</strong><br />
graduation rates. <strong>The</strong> voucher was renewed provided the girl<br />
was promoted to the next grade.<br />
To <strong>in</strong>crease access, the project will fund per student subsidies<br />
disbursed to school management committees <strong>of</strong> accredited<br />
nonpublic schools to subsidize the tuition fees <strong>and</strong> educational<br />
materials for out-<strong>of</strong>-school children. <strong>The</strong> project will also<br />
tra<strong>in</strong> more new teachers <strong>and</strong> contract qualified NGOs <strong>and</strong><br />
school <strong>in</strong>spectors to strengthen the capacity <strong>of</strong> school<br />
management committees. To improve quality, the project<br />
will pilot student-centered learn<strong>in</strong>g programs adapted for<br />
multi-grade classrooms, support student health <strong>and</strong> nutrition<br />
programs, <strong>and</strong> strengthen private schools’ capacity to deliver<br />
early <strong>in</strong>dicators (grade 2) <strong>of</strong> learn<strong>in</strong>g outcomes, particularly<br />
basic literacy.<br />
16 Hungary Voucher scheme <strong>The</strong> guid<strong>in</strong>g pr<strong>in</strong>ciples <strong>of</strong> the Hungarian system are high levels<br />
<strong>of</strong> local control, school self-management, <strong>and</strong> acceptance <strong>of</strong><br />
school competition. <strong>Private</strong> <strong>in</strong>stitutions are entitled to receive<br />
per-pupil grants from municipalities. Fund<strong>in</strong>g for private<br />
schools is formula-based <strong>and</strong> dependent on the number <strong>of</strong><br />
students enrolled.<br />

Grants to aided schools account for a substantial proportion<br />
<strong>of</strong> the education budget. Any recognized private school can<br />
apply for government grant-<strong>in</strong>-aid, <strong>and</strong> once granted aided<br />
status, it receives block grants <strong>in</strong> the form <strong>of</strong> the payment <strong>of</strong> all<br />
teacher salaries. Teachers are paid out <strong>of</strong> school revenues <strong>and</strong><br />
are accountable to fee-pay<strong>in</strong>g parents <strong>and</strong> school managers.<br />
Teachers are managed at the school level. <strong>The</strong>re is a high<br />
<strong>in</strong>ter-state variation <strong>in</strong> grant-<strong>in</strong>-state aid.<br />
18 Italy Voucher scheme In 9 (<strong>of</strong> 20) regions, the government subsidizes tuition fees<br />
at private primary <strong>and</strong> secondary schools. <strong>The</strong>re are (1)<br />
<strong>in</strong>come-targeted vouchers that <strong>of</strong>fer partial reimbursement <strong>of</strong><br />
private school tuition, <strong>and</strong> (2) voucher programs that provide<br />
a fixed payment, conditional on school performance <strong>and</strong><br />
family <strong>in</strong>come. Schools receiv<strong>in</strong>g vouchers must be legally<br />
recognized by the government.<br />

Subsidies<br />
Under the “level<strong>in</strong>g policy for secondary education,”<br />
elementary school graduates are r<strong>and</strong>omly assigned to either<br />
public or private middle schools <strong>in</strong> their district <strong>of</strong> residence.<br />
<strong>Private</strong> schools are required to meet government requirements<br />
<strong>and</strong> are not allowed to charge tuition fees. As a result, 95% <strong>of</strong><br />
private school costs are subsidized by government, <strong>in</strong>clud<strong>in</strong>g<br />
teachers <strong>and</strong> operations.<br />
20 Mauritius Subsidies Most private schools <strong>in</strong> Mauritius are funded by the<br />
government <strong>and</strong> are non-fee-pay<strong>in</strong>g (some have a religious<br />
orientation). <strong>The</strong> government pays the wages <strong>of</strong> the staff <strong>of</strong><br />
private schools <strong>and</strong> their runn<strong>in</strong>g expenses based on a grant<br />
