for attract<strong>in</strong>g the participation <strong>of</strong> the private<br />

education.<br />

Authorities can promote private <strong>in</strong>volvement<br />

by putt<strong>in</strong>g <strong>in</strong> place an enabl<strong>in</strong>g regulatory environment,<br />

<strong>in</strong>clud<strong>in</strong>g recogniz<strong>in</strong>g the role <strong>of</strong> the<br />

private education, provid<strong>in</strong>g clear <strong>and</strong> streaml<strong>in</strong>ed<br />

registration processes, sett<strong>in</strong>g up effective<br />

quality assurance systems, avoid<strong>in</strong>g regulation <strong>of</strong><br />

private school fees, <strong>and</strong> provid<strong>in</strong>g <strong>in</strong>centives for<br />

private participation.<br />

Access to capital markets is an essential factor<br />

<strong>in</strong> <strong>in</strong>creas<strong>in</strong>g private participation <strong>in</strong> education.<br />

Restrictions on access to markets <strong>and</strong> obstacles<br />

to <strong>in</strong>ternational capital movements should be<br />

phased out. International organizations can<br />

help to promote private sector <strong>in</strong>volvement<br />

<strong>in</strong> education by widen<strong>in</strong>g access to capital<br />

markets.<br />

<strong>Public</strong> authorities can promote foreign <strong>in</strong>vestment<br />

<strong>in</strong> education by treat<strong>in</strong>g local <strong>and</strong> foreign<br />

providers equally, provid<strong>in</strong>g <strong>in</strong>vestment <strong>in</strong>centives,<br />

<strong>and</strong> ensur<strong>in</strong>g a supportive <strong>and</strong> efficient<br />

environment for <strong>in</strong>vestors. Investment promotion<br />

agencies can support <strong>in</strong>vestment <strong>in</strong> education<br />

by promot<strong>in</strong>g education as a priority <strong>in</strong>vestment<br />

sector.<br />

PPPs have the resources, <strong>in</strong>formation, <strong>and</strong><br />

skills required to design, develop, <strong>and</strong> manage<br />

the complex contract<strong>in</strong>g processes. <strong>The</strong>y should<br />

ensure that the purchaser <strong>and</strong> provider roles <strong>of</strong><br />

the agency are separate; the government can<br />

assign responsibility for PPPs to specialized agencies<br />

on partnerships <strong>and</strong> contract<strong>in</strong>g education<br />

services if necessary.<br />

<strong>Education</strong> authorities should have the capacity<br />

to identify fraud, track payments, <strong>and</strong> ensure<br />

that subsidies <strong>and</strong> payment claims are legitimate<br />

<strong>and</strong> accurate. <strong>The</strong>y should also ensure that<br />

their private sector partners are paid <strong>in</strong> a timely<br />

fashion.<br />

<strong>Public</strong> authorities can <strong>in</strong>crease the popularity <strong>of</strong><br />

PPPs by encourag<strong>in</strong>g <strong>in</strong>formed debate on the<br />

role <strong>and</strong> impact <strong>of</strong> these partnerships, consult<strong>in</strong>g<br />

stakeholders <strong>and</strong> the public about the use <strong>of</strong><br />

PPPs, putt<strong>in</strong>g <strong>in</strong> place an effective communications<br />

<strong>and</strong> awareness strategy, <strong>and</strong> creat<strong>in</strong>g a rigorous<br />

evaluation program.<br />

Encourag<strong>in</strong>g responsible bus<strong>in</strong>ess conduct<br />

Pr<strong>in</strong>ciple 13:<br />

<strong>Private</strong> partners should observe the pr<strong>in</strong>ciples<br />

<strong>and</strong> st<strong>and</strong>ards for responsible bus<strong>in</strong>ess conduct<br />

that have been agreed on with the government<br />

<strong>and</strong> should participate <strong>in</strong> such projects <strong>in</strong> good<br />

faith. <strong>The</strong>y should not resort to bribery <strong>and</strong> other<br />

irregular practices to obta<strong>in</strong> contracts, nor should<br />

they agree to be party to such practices <strong>in</strong> the<br />

course <strong>of</strong> their <strong>in</strong>frastructure operations.<br />
