<strong>Private</strong> school coverage at the primary <strong>and</strong> secondary level<br />
was approximately 26.4% <strong>in</strong> 2005. Local education authorities<br />
provide public resources to support teacher salaries, totally or<br />
partially, <strong>in</strong> 65% <strong>of</strong> private schools. In 2005, the total amount <strong>of</strong><br />
public resources transferred to private schools represented<br />
13% <strong>of</strong> local education budgets, which is equivalent to 0.47%<br />
<strong>of</strong> GDP. <strong>The</strong> Law <strong>of</strong> <strong>Education</strong> F<strong>in</strong>ance does not establish a<br />
concrete formula for transferr<strong>in</strong>g public resources to private<br />
schools.<br />
Independent schools receive both recurrent <strong>and</strong> capital<br />
fund<strong>in</strong>g, with the former be<strong>in</strong>g the larger <strong>of</strong> the two<br />
components. Recurrent fund<strong>in</strong>g is provided both <strong>in</strong> the form<br />
<strong>of</strong> general per-student grants <strong>and</strong> specific fund<strong>in</strong>g aimed at<br />
targeted groups <strong>of</strong> students. Payments to <strong>in</strong>dividual schools<br />
are based on a slid<strong>in</strong>g scale that depends on a school’s<br />
socioeconomic status. In 2007, enrollments <strong>in</strong> nongovernment<br />
schools represented over 33% <strong>of</strong> total enrollments.<br />
Scholarships cover the direct cost <strong>of</strong> girls’ secondary<br />
education. Once girls have satisfied a set <strong>of</strong> requirements,<br />
the correspond<strong>in</strong>g schools are paid the entire tuition amount.<br />
Additionally, girls receive a stipend expected to cover 50%<br />
<strong>of</strong> school fees. Other components <strong>of</strong> the project <strong>in</strong>clude<br />
curriculum reform, <strong>in</strong>structional materials development,<br />
teacher tra<strong>in</strong><strong>in</strong>g, the improvement <strong>of</strong> school <strong>in</strong>frastructure, <strong>and</strong><br />
<strong>in</strong>stitutional capacity build<strong>in</strong>g.<br />
4 Bangladesh Subsidies <strong>The</strong> government subsidizes at least 9 teachers at 90% <strong>of</strong> the<br />
government base teachers’ salaries at community-managed,<br />
not-for-pr<strong>of</strong>it, nongovernment schools. Government subsidizes<br />
<strong>in</strong>creases <strong>in</strong> enrollment by pay<strong>in</strong>g for additional teachers as<br />
long as the school meets the state criteria. Subsidies work<br />
like a quasi-voucher because they are tied to <strong>in</strong>creased<br />
enrollment.<br />
5 Belgium Voucher scheme <strong>The</strong> vast majority <strong>of</strong> approved private schools receive grants<br />
from the government on the same basis as public authority<br />
schools. Staff salaries are paid directly by the government <strong>and</strong><br />
fund<strong>in</strong>g is provided for other operat<strong>in</strong>g expenses. Assistance<br />
for the development <strong>of</strong> capital <strong>in</strong>frastructure is provided via<br />
grants, loan guarantees, <strong>and</strong> favorable <strong>in</strong>terest rates. Grantaided<br />
schools must meet m<strong>in</strong>imum academic <strong>and</strong> operat<strong>in</strong>g<br />
st<strong>and</strong>ards but have the freedom to choose their educational<br />
plan. In 2004, more than 50% <strong>of</strong> enrollments at the basic <strong>and</strong><br />
secondary levels were private. Most private schools have a<br />
