<strong>The</strong> Pilot <strong>Education</strong> Voucher Scheme will give education<br />
vouchers to children from urban slums <strong>in</strong> Lahore. Its design will<br />
<strong>in</strong>clude strategies to support school improvement <strong>and</strong> quality<br />
education. <strong>The</strong> vouchers will be nontradable.<br />
<strong>The</strong> government contracts with private high schools to enroll<br />
students <strong>in</strong> areas where there is a shortage <strong>of</strong> places <strong>in</strong> public<br />
schools. Assistance is given only to students at <strong>in</strong>stitutions that<br />
charge low fees <strong>and</strong> serve low-<strong>in</strong>come families. <strong>The</strong> program<br />
also <strong>in</strong>cludes a certification aspect. In 2008–09, around 476,776<br />
students were subsidized under the ESC program.<br />
31 Qatar Voucher scheme <strong>The</strong> voucher system allows parents to choose among<br />
<strong>in</strong>dependent, private accredited, <strong>and</strong> <strong>in</strong>ternational schools.<br />
<strong>The</strong> schools rema<strong>in</strong> autonomous <strong>and</strong> are held accountable<br />
for student learn<strong>in</strong>g. <strong>The</strong> variety <strong>of</strong> school<strong>in</strong>g options will,<br />
over time, give parents a grow<strong>in</strong>g range <strong>of</strong> different k<strong>in</strong>ds <strong>of</strong><br />
schools to choose from when select<strong>in</strong>g the best school for<br />
their children.<br />
32 Senegal Scholarships Communaute Urba<strong>in</strong>e de Dakar is an agglomeration <strong>of</strong> five<br />
municipalities that <strong>of</strong>fers scholarships to students study<strong>in</strong>g <strong>in</strong><br />
both private <strong>and</strong> public schools <strong>in</strong>side or outside <strong>of</strong> Senegal.<br />
33 South Africa Subsidies State fund<strong>in</strong>g to public <strong>and</strong> private schools is organized<br />
on a qu<strong>in</strong>tile system, <strong>in</strong> which schools are divided <strong>in</strong>to five<br />
categories accord<strong>in</strong>g to the poverty levels that prevail<br />
<strong>in</strong> the areas that they serve. Schools <strong>in</strong> the lowest two<br />

management <strong>and</strong> f<strong>in</strong>ancial records <strong>and</strong> allow unannounced<br />
<strong>in</strong>spections by the prov<strong>in</strong>cial education department.<br />
34 Sweden Voucher scheme Municipalities give capitation grants to private <strong>and</strong> public<br />
schools on an equal foot<strong>in</strong>g. <strong>The</strong>y have more authority over<br />
their own (public) schools than over private schools but<br />
have full f<strong>in</strong>ancial responsibility for the whole school system.<br />
Independent schools <strong>of</strong>ten have a particular academic<br />
focus such as religion, art, sports, or music. Schools must<br />
be approved by the National Agency for <strong>Education</strong> <strong>and</strong> meet<br />
certa<strong>in</strong> regulatory requirements <strong>in</strong> order to be eligible for<br />
government fund<strong>in</strong>g.<br />
35 Thail<strong>and</strong> Subsidies <strong>The</strong> government <strong>of</strong> Thail<strong>and</strong> provides monthly subsidies to<br />
private schools on a cost-per-student basis. This is a major<br />
source <strong>of</strong> <strong>in</strong>come for most schools. <strong>Private</strong> schools are<br />
allowed to charge fees similar to tuition fees to improve the<br />
quality <strong>of</strong> education; additional fees are allowed for meals,<br />
transportation, health <strong>in</strong>spection, <strong>and</strong> other extras. <strong>Private</strong><br />
schools provid<strong>in</strong>g basic education can qualify for statesubsidized<br />
loans to build new school build<strong>in</strong>gs or to renovate<br />
old ones. <strong>The</strong> government also has a revolv<strong>in</strong>g fund for private<br />
schools, which <strong>of</strong>fers 4 % <strong>in</strong>terest loans with a repayment<br />
period <strong>of</strong> 10–15 years to schools that can <strong>of</strong>fer collateral.<br />
36 Ug<strong>and</strong>a Universal<br />
Secondary<br />
<strong>Education</strong> Program<br />
<strong>The</strong> government <strong>of</strong> Ug<strong>and</strong>a subsidizes 430 private secondary<br />
schools serv<strong>in</strong>g approximately 56,000 students (as <strong>of</strong> 2008)<br />
<strong>in</strong> order to atta<strong>in</strong> universal secondary education. <strong>The</strong><br />
M<strong>in</strong>istry <strong>of</strong> <strong>Education</strong> chooses the participat<strong>in</strong>g schools <strong>and</strong><br />
a memor<strong>and</strong>um <strong>of</strong> underst<strong>and</strong><strong>in</strong>g is signed with <strong>in</strong>dividual<br />
