<strong>The</strong> private sector will deliver new school <strong>in</strong>frastructure. <strong>The</strong><br />
fund<strong>in</strong>g arrangement provides for the development <strong>of</strong> six new<br />
schools <strong>in</strong> the Playford North, Inner North, <strong>and</strong> Inner West<br />
areas <strong>of</strong> metropolitan Adelaide. <strong>The</strong> project value is estimated<br />
at $128 million ($A134 million) for the 2006–07 budget<br />
<strong>The</strong> private sector will take responsibility for the construction<br />
<strong>and</strong> ma<strong>in</strong>tenance <strong>of</strong> seven schools over a 30-year contract, but<br />
the education services will still be provided by the government.<br />
<strong>The</strong> tasks to be contracted out to the private sector <strong>in</strong>clude<br />
build<strong>in</strong>g repairs, clean<strong>in</strong>g, janitorial duties, grounds-keep<strong>in</strong>g,<br />
<strong>and</strong> security. H<strong>and</strong><strong>in</strong>g over responsibility for these services<br />
to the private sector will allow teachers to focus on provid<strong>in</strong>g<br />
education.<br />
<strong>The</strong> government selects a s<strong>in</strong>gle consortium to be responsible<br />
for the design, construction, f<strong>in</strong>anc<strong>in</strong>g, <strong>and</strong> ma<strong>in</strong>tenance <strong>of</strong><br />
all school build<strong>in</strong>g projects. <strong>The</strong> consortium does not own the<br />
build<strong>in</strong>gs but will receive f<strong>in</strong>ancial compensation over 30 years<br />
<strong>in</strong> exchange for mak<strong>in</strong>g the build<strong>in</strong>gs available to the schools.<br />
Secondary advantages <strong>in</strong>clude a decrease <strong>in</strong> costs due to<br />
economies <strong>of</strong> scale <strong>and</strong> the fact that school boards can focus<br />
on provid<strong>in</strong>g education.<br />
<strong>The</strong> government contracts with private providers, on a basis<br />
<strong>of</strong> competitive bidd<strong>in</strong>g, the design, construction, f<strong>in</strong>ance, <strong>and</strong><br />
ma<strong>in</strong>tenance <strong>of</strong> schools for a period <strong>of</strong> 20 years. Incentives<br />
were built <strong>in</strong>to contracts to ensure quality construction <strong>and</strong><br />
ma<strong>in</strong>tenance.<br />
<strong>The</strong> Alberta Government is mov<strong>in</strong>g forward with the plann<strong>in</strong>g<br />
<strong>and</strong> construction <strong>of</strong> 14 new schools that will feature <strong>in</strong>novative<br />
design concepts for middle <strong>and</strong> senior high schools for the<br />
Calgary <strong>and</strong> Edmonton regions. <strong>The</strong>se 14 new schools are part<br />
<strong>of</strong> a 20-year plan to build new schools <strong>in</strong> areas <strong>of</strong> greatest<br />
need.<br />
