can be dealt with by tak<strong>in</strong>g adm<strong>in</strong>istrative and<br />
legislative measures that secure f<strong>in</strong>ancial<br />
support and the appropriate <strong>in</strong>frastructure to<br />
implement the programme.<br />
This approach <strong>in</strong>dicates trust <strong>in</strong> the team and<br />
volunteers to make decisions and to implement<br />
them effectively.<br />
Hav<strong>in</strong>g a good work<strong>in</strong>g relationship with<br />
politicians can <strong>in</strong>crease the chances of a<br />
susta<strong>in</strong>able project.<br />
The network presents a platform for <strong>in</strong>formation<br />

cycle gives them the knowledge and skills necessary<br />
to carry out responsive and effective<br />
<strong>drug</strong> demand reduction programmes <strong>in</strong> their<br />
communities.<br />
Formal and <strong>in</strong>formal meet<strong>in</strong>gs between NGOs<br />
allow the exchange of views, and provide the<br />
opportunity to share experiences and to learn<br />
from one anotherís experiences.<br />
Pool<strong>in</strong>g resources <strong>in</strong>creases cost-effectiveness<br />
and helps achieve impact-oriented activities.<br />
These groups are advocat<strong>in</strong>g the same<br />
changes, therefore the bond of their common<br />
activities b<strong>in</strong>ds them together. This gives them<br />
associated strength and the power to make<br />
