Background:<br />
Sierra Leone is a nation with tremendous <strong>in</strong>equality <strong>in</strong> <strong>in</strong>come distribution and high levels<br />
of extreme poverty. It has substantial m<strong>in</strong>eral, agricultural, and fishery resources, but<br />
the economic and social <strong>in</strong>frastructure is not well developed, and serious social disorders<br />
and civil war cont<strong>in</strong>ue to hamper economic development. About two-thirds of the<br />
work<strong>in</strong>g-age population engages <strong>in</strong> subsistence agriculture. The economy depends<br />
upon the ma<strong>in</strong>tenance of a fragile domestic peace and the cont<strong>in</strong>ued receipt of substantial<br />
aid from abroad. Accord<strong>in</strong>g to 1989 estimates, 68% of the population lives<br />
below the poverty l<strong>in</strong>e and the average life expectancy at birth of the total population<br />
is 45.6 years. 1<br />
Sierra Leone has a deep-rooted history of <strong>drug</strong> <strong>abuse</strong>, based on and accelerated by ten<br />
years of civil war. Cannabis is grown <strong>in</strong> rural areas, and coca<strong>in</strong>e and hero<strong>in</strong> enter the<br />
country via traffickers. Its economic benefits mean that many people are <strong>in</strong>volved <strong>in</strong><br />
the <strong>drug</strong> trade.<br />
Sierra Leone has no <strong>drug</strong> <strong>abuse</strong> <strong>prevention</strong> policy or strategy at present, and the<br />
Government does not have the capacity to address the problems. The Drug Abuse<br />
Coord<strong>in</strong>at<strong>in</strong>g Secretariat of the M<strong>in</strong>istry of Internal Affairs is, however, currently work<strong>in</strong>g<br />
on such a policy.<br />
Aims:<br />
To ma<strong>in</strong>ta<strong>in</strong> a centre for <strong>drug</strong> <strong>abuse</strong>-related resources which provides general <strong>in</strong>formation,<br />
counsell<strong>in</strong>g and preventive education to the public by telephonex (a telephone help<br />
l<strong>in</strong>e) and <strong>in</strong> person to visitors to the centre.<br />
