with children <strong>in</strong> poor conditions<br />

Background: 1<br />

Morocco has a population of 29 million <strong>in</strong>habitants, a third of whom are under 18 years<br />

of age. Morocco has a high rate of illiteracy <strong>in</strong> rural areas and unemployment levels of<br />

around 13%. The country's economic situation has been relatively stable for the last ten<br />

years, despite of rapid social and economic changes. In the light of these changes,<br />

Moroccans are experienc<strong>in</strong>g substantial cultural and identity issues related to religion,<br />

language and social behaviour.<br />

Many of the country’s demographic, geographic, economic and social characteristics are<br />

relevant to the issues of <strong>drug</strong> use and <strong>abuse</strong>. The fact that the population has such a large<br />

proportion of young people means that the exposed risk group is consistently <strong>in</strong>flat<strong>in</strong>g; as<br />

a result, the <strong>in</strong>cidence of <strong>drug</strong> use is <strong>in</strong>creas<strong>in</strong>g. In addition, Morocco is a country with high<br />

population mobility due to tourism and migration; this generates an exchange of ‘behavioural<br />

patterns’, further facilitated by current cultural transitions, a long-stand<strong>in</strong>g tradition<br />

of liberalism and geographic proximity to Europe. Morocco's geographic proximity to<br />

Europe and to sub-Saharan countries, very long coast and land borders, and a proliferation<br />

of po<strong>in</strong>ts of entry (Morocco has 12 <strong>in</strong>ternational airports) makes it easy for <strong>drug</strong>s to enter<br />

the country. Daily cases of <strong>drug</strong> seizures are <strong>in</strong>creas<strong>in</strong>gly reported.<br />

The monitor<strong>in</strong>g system for <strong>drug</strong> use <strong>in</strong> Morocco is still <strong>in</strong> its early stages. Monitor<strong>in</strong>g is<br />

carried out by the National Commission on Drug Abuse, the Central Service for Mental<br />

Health (which is affiliated to the M<strong>in</strong>istry of Health), and the University Psychiatric Hospital.<br />

There are many strategic <strong>drug</strong> <strong>abuse</strong> assessment issues. There is a lack of manpower and<br />

material resources: biostatisticians, epidemiologists, tra<strong>in</strong>ed <strong>in</strong>vestigators and funds are all<br />

hard to come by. In addition, sett<strong>in</strong>g priorities on a local and national level and elaborat<strong>in</strong>g<br />

a comprehensive and well-designed national plan is equally difficult.<br />
