INTERNATIONAL<br />
Aims:<br />
To obta<strong>in</strong> with<strong>in</strong> 3-5 years an <strong>in</strong>crease <strong>in</strong> <strong>drug</strong> demand reduction efforts implemented<br />
by NGOs <strong>in</strong> East and Southern Africa, address<strong>in</strong>g problems related to <strong>drug</strong> <strong>abuse</strong><br />
through effective and susta<strong>in</strong>able projects and programmes.<br />
Ma<strong>in</strong> Activities:<br />
● Recognis<strong>in</strong>g NGOs as an important resource: A large number of European relief<br />
organisations emerged <strong>in</strong> Africa dur<strong>in</strong>g the early 1980s. In 1986, an Inter-regional<br />
NGO conference was held <strong>in</strong> Stockholm, Sweden, as a preparatory conference for the<br />
1987 International Conference on Drug Abuse and Illicit Traffick<strong>in</strong>g. At this conference,<br />
attended by NGO and Government representatives from around the world, it was<br />
recognised that NGOs play an important part <strong>in</strong> the field of <strong>drug</strong> demand reduction.<br />
● Aid<strong>in</strong>g NGOs to build their capacity through tra<strong>in</strong><strong>in</strong>g and fund<strong>in</strong>g: Thirty<br />
NGOs were funded subsequent to the conference, and thirty-five NGOs received tra<strong>in</strong><strong>in</strong>g.<br />
This tra<strong>in</strong><strong>in</strong>g was given to selected specialised and non-specialised NGOs <strong>in</strong> order<br />
to enhance their capacity to design, implement, monitor, adm<strong>in</strong>ister and evaluate <strong>drug</strong><br />
demand activities.<br />
● Establish<strong>in</strong>g an NGO network for the shar<strong>in</strong>g of <strong>in</strong>formation: An NGO network<br />
was established to exchange <strong>in</strong>formation and experiences, and to facilitate formal and<br />
<strong>in</strong>formal contacts between all co-operat<strong>in</strong>g bodies <strong>in</strong> the field of demand reduction <strong>in</strong><br />
the sub-region.<br />
● Introduc<strong>in</strong>g a resource centre and newsletter: An <strong>in</strong>formation/public relations<br />
specialist was recruited and a <strong>drug</strong> resource centre was established to provide <strong>in</strong>formation<br />
for NGOs. A regular newsletter (6 issues per annum) is also be<strong>in</strong>g produced to<br />
dissem<strong>in</strong>ate further <strong>in</strong>formation with<strong>in</strong> the network.<br />

● Provid<strong>in</strong>g a practical <strong>in</strong>formation handbook: A <strong>drug</strong> <strong>abuse</strong> counsell<strong>in</strong>g guide<br />
entitled the ‘Drug Counsellorís Handbook’ was developed and widely dissem<strong>in</strong>ated<br />
among NGOs <strong>in</strong> the region. This document is a practical guide for <strong>in</strong>formation and<br />
reference for the counsell<strong>in</strong>g, treatment and rehabilitation of <strong>drug</strong> addicts. Follow<strong>in</strong>g<br />
a request from NGOs, the guide was translated <strong>in</strong>to Swahili <strong>in</strong> order to ensure its wide<br />
distribution throughout local communities <strong>in</strong> the three Swahili-speak<strong>in</strong>g countries<br />
(Kenya, Tanzania and Uganda).<br />
● Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the NGO network: Meet<strong>in</strong>gs were facilitated between NGOs,<br />
Governments, UN agencies and donors. Advisory services were provided relat<strong>in</strong>g to<br />
the areas <strong>in</strong> which tra<strong>in</strong><strong>in</strong>g has been identified as necessary. An <strong>in</strong>stitution was subcontracted<br />
to prepare and organise the tra<strong>in</strong><strong>in</strong>g courses. The project has also developed a<br />
directory of NGOs work<strong>in</strong>g <strong>in</strong> the field of <strong>drug</strong> <strong>abuse</strong> <strong>prevention</strong> <strong>in</strong> the region.<br />
Monitor<strong>in</strong>g & Evaluation:<br />
As a mechanism by which to monitor the project, Tripartite Review Meet<strong>in</strong>gs (TPR)<br />
were held dur<strong>in</strong>g the execution of the project <strong>in</strong> order to assess the effectiveness and<br />
impact of the results achieved, to <strong>review</strong> project outputs, and, where necessary, to<br />
make recommendations for changes. A project evaluation was also held, at which it<br />
emerged that formal networks between NGOs at the national level have been established<br />
<strong>in</strong> Kenya, Tanzania, Mozambique, Malawi, Zimbabwe, Madagascar, Mauritius,<br />
Somalia and Nigeria.<br />
Formal and <strong>in</strong>formal meet<strong>in</strong>gs between NGOs and their national counterparts take<br />
place throughout the sub-region. These networks and meet<strong>in</strong>gs have been evolv<strong>in</strong>g<br />
spontaneously among the NGOs without external <strong>in</strong>terference.<br />
