Description:<br />

The Global Command & Control System <strong>Air</strong> <strong>Force</strong> (GCCS-AF) program provides the common <strong>Air</strong> <strong>Force</strong> infrastructure and hardware necessary<br />

to pass <strong>Air</strong> <strong>Force</strong> command and control (C2) data among commands, their components, and the joint GCCS. This program procures GCCS<br />

components, servers, workstations, commercial-off-the-shelf (COTS) software and associated peripherals to provide users with the full suite of<br />

joint baseline capability (including the Common Operating Picture) and AF specific applications such as the Deliberate Crisis Action Planning<br />

& Execution Segments (DCAPES), the <strong>Air</strong> <strong>Force</strong>’s feed into the Joint Operations Planning and Execution System (JOPES). GCCS-AF is<br />

integrated at the following locations to establish initial and full joint connectivity and operational capability across the spectrum of intelligence,<br />

operations, manpower, and logistics: <strong>Air</strong> <strong>Force</strong>-supported commanders-in-chief (CINCs), Headquarters United States <strong>Air</strong> <strong>Force</strong> (HQ USAF),<br />

major command (MAJCOM) headquarters, numbered air forces, wings, <strong>Air</strong> National Guard (ANG) bases, <strong>Air</strong> <strong>Force</strong> Reserve (AFR) bases and<br />

remote sites. Each site will comply with current <strong>Air</strong> <strong>Force</strong> and Department of Defense (DoD) network initiatives by employing a standardized<br />

interface among <strong>Air</strong> <strong>Force</strong> base-level classified C2 networks, <strong>Air</strong> <strong>Force</strong> base-level network control centers, and the joint Defense Information<br />

Systems Agency (DISA) Secret Internet Protocol Network (SIPRNET). This program provides a flexible open system, distributed C2<br />

architecture necessary to support the client/server-based joint GCCS. GCCS supports <strong>Air</strong> <strong>Force</strong> Systems Networking (AFSN) operations by<br />

installing and upgrading a site’s classified C2 network through extensive use of COTS technology that adheres to the <strong>Air</strong> <strong>Force</strong> command,<br />

control, communications and computer building codes and standards.<br />

Items for GCCS requested in FY03 are identified on the following P-40a and are representative of items to be procured. Items procured during<br />

execution may change based on critical equipment needed to support current <strong>Air</strong> <strong>Force</strong> mission requirements.<br />

1. AIR FORCE SYSTEMS NETWORKING (AFSN): No FY03 funding is requested.<br />

2. GLOBAL COMMAND AND CONTROL SYSTEM AIR FORCE (GCCS-AF) MODERNIZATION: This funding procures, integrates and<br />
