Description:<br />

In FY03, the <strong>Air</strong> <strong>Force</strong> anticipates receiving $2 million from the Cost of War Transfer Account. These funds are not included in the baseline.<br />

Funding would be used to procure that include, but are not limited to: four servers and rack; 50 workstations; three web servers; three disk<br />

array back-ups; and a top secret video teleconference capability. The systems will set up a multi-classification level training environment for<br />

Information Warfare (IW) planners and operators.<br />

U.S. military forces operate in an information age where the need for precise, instantaneous intelligence is increasing and expanding across the<br />

entire spectrum of military operations. However, this increasing technical sophistication leads to a dependency on technology which, in turn,<br />

may represent potentially crippling vulnerabilities. The <strong>Air</strong> <strong>Force</strong> (AF) addresses this vulnerability through Information Operations (IO). IO<br />

includes those actions taken to gain, exploit, defend and attack information and information systems and includes two facets,<br />

information-in-warfare and information warfare. IW consists of actions conducted to attack an adversary’s information and information systems<br />

while defending one’s own.<br />

Information warfare includes the integrated application of Electronic Warfare (EW), Psychological Operations (PSYOP), military deception,<br />

physical attack, computer network attack, counterintelligence, counterdeception, computer network defense, counterpropaganda, information<br />

assurance, and operations security (OPSEC). The <strong>Air</strong> Intelligence Agency (AIA), <strong>Air</strong> <strong>Force</strong> Information Warfare Center (AFIWC), 67th<br />

Information Operations Wing, and Joint Information Operations Center (JIOC), all located in San Antonio, TX, are responsible for IW and<br />

Command and Control Warfare (C2W) operations supporting joint, air component, and/or national objectives. Procurement funds in this<br />

program provide the equipment (computer, communications, and unique intelligence and analysis systems) vital to accomplishing and<br />

supporting those organizations' IW and C2W missions. Elements of the program are addressed individually below.<br />
