DEFENSE MESSAGE SYSTEM (DMS)<br />

Description (continued):<br />

1. DMS COMPONENTS: FY01-03 funding continues all DMS efforts at 90 <strong>Air</strong> <strong>Force</strong> bases and 243 sub-sites. Efforts include<br />

engineering/installation services, DMS software upgrades, message-handling capability, and initiation of a critical technical refresh program<br />

intended to ensure DMS hardware is capable of continued mission support through the maturation of software. User communities are now<br />

being transitioned to DMS services. Funding levels must be maintained as DMS transitions to the system of record.<br />

2. DMS SECURITY: No FY03 funds requested.<br />

3. DEPLOYABLE DMS: Deployable DMS provides the warfighter with the same messaging capability whether deployed or in-garrison. Due<br />

to Expeditionary <strong>Air</strong> <strong>Force</strong> restructuring and the addition of requirements for US Central Command, the <strong>Air</strong> National Guard and test facilities,<br />

the number of units requiring deployable packages increased by 27 percent over previously reported estimates to 148 units. In order to meet<br />

mission requirements, the deployment suite equipment package was modified to ruggedize components and add critical peripheral equipment.<br />

FY01-03 funding continues DMS deployment to 70 percent of the remaining deployable units and adds mission essential components, which<br />

provide minimum support to in-theater, deployed forces. Until these remaining components are provided, the deployed units will have to reach<br />

back to CONUS for these specialized capabilities, straining deployed bandwidth resources.<br />
