FEDERATION OF EURO-ASIAN STOCK EXCHANGES<br />

AFFILIATE MEMBER MEETING –<br />

13-14 APRIL 2006 – ISTANBUL, TURKEY<br />

The first meeting of <strong>FEAS</strong> (Federation of Euro-<br />

Asian Stock Exchanges) Affiliate Members Task<br />

Force convened by Takasbank, was held on<br />

13-14 April 2006 in Istanbul. The Meeting began<br />

with the opening speech of Mr. Emin Çatana,<br />

the President & CEO of Takasbank and the<br />

agenda was set forth for discussion. During the<br />

first day the following items were decided upon:<br />

• It was decided that STP, CCP and the<br />

taxation of capital gains issues would be taken<br />

into the agenda of the incoming meetings of<br />

this task force.<br />

• It was decided that the existing international<br />

standards and best practices related to<br />

settlement and custody issues will be gathered<br />

in one leaflet and will be presented to all <strong>FEAS</strong><br />

members. The organization needed for this<br />

subject will be coordinated by <strong>FEAS</strong> Secretariat<br />

and Takasbank.<br />

• It was decided that the questionnaires<br />

prepared by the international organizations<br />

(IOSCO- CPSS-, AGC, Thomas Murray, etc) will<br />

be answered in detail and all of the answers will<br />

be shared in <strong>FEAS</strong> website.<br />

• The pages for the affiliate members in the<br />

<strong>FEAS</strong> website will be updated by all members<br />

and for the sake of sharing information at the<br />

highest level, the updates will be continuously<br />

done.<br />

• The information about the affiliate members<br />

to be published in <strong>FEAS</strong> publications will be<br />

sent to <strong>FEAS</strong> Secretariat until the 15th day of<br />

the following month.<br />

• Promotion of the implementation of<br />

international standards in securities<br />

transactions was decided.<br />

• It was decided that the next meeting of the<br />

Affiliate Members Task Force would be<br />

combined with the <strong>FEAS</strong> General Assembly<br />

planned to be held in November 2006 at Egypt.<br />

WORKING COMMITTEE MEETING –<br />

16-17 MAY 2006 – CHISINAU, MOLDOVA<br />

The first working committee meeting of 2006<br />

was held in Chisinau, Moldova on the 16-17<br />

May 2006 at the invitation of the Moldovan<br />

Stock Exchange. The Working Committee<br />

focused on issues mandated by the General<br />

Assembly in 2005 and the Secretariat prepared<br />

a report to participants.<br />

12TH GENERAL ASSEMBLY MEETING –<br />

1-4 NOVEMBER 2006 – CAIRO/SHARM<br />

EL SHEIKH, EGYPT<br />

The 12th Annual General Assembly of <strong>FEAS</strong><br />

was held in Sharm El Sheikh, Egypt on<br />

November 3rd at the invitation of the Cairo and<br />

Alexandrian Stock Exchanges. In addition the<br />

Affiliate Task Force Meeting, the 15th Executive<br />

Committee meeting and a Working Committee<br />

meeting were held prior to the General<br />

Assembly on November 1st and 2nd. There<br />

was also a Post GA Seminar held on the 4th of<br />

November with presentations given by <strong>FEAS</strong><br />

Sponsors: Auerbach Grayson, OMX and Tata.<br />

Main decisions and topics of discussion<br />

included:<br />

• acceptance of the following new members;<br />

• Belarusian Currency and Stock Exchange;<br />

• Iran Central Securities Depository;<br />

• adoption of the proposed 2007 mandates for<br />

the Working committee;<br />

• extension of the <strong>FEAS</strong> bilateral exchange<br />

program between members;<br />

• adoption of the 2007 budget, audited<br />

statements and the 2006 year-end forecast;<br />

• elections for the Vice President and President<br />

positions of <strong>FEAS</strong>;<br />

• review of the 2006 accomplishments;<br />

including the status of special projects with the<br />

OECD, the SECI and the Revenue and Expense<br />

Analysis; and<br />

• adoption of the dues restructuring for 2007,<br />

among other topics.<br />

NEW MEMBERS<br />

BELARUSIAN CURRENCY AND STOCK<br />

EXCHANGE<br />

The Belarusian Currency and Stock Exchange<br />

submitted their application on the 10th of<br />

August 2006; the application was submitted<br />

by Ms. Olga Blusson and approved by<br />

Mr. Tsekhanovic Patel. The Belarusian Currency<br />

and SE came into existence on 4 March 1993<br />

and commenced operations on March 24th that<br />

same year. The market capitalization of the<br />

BCSE exceeded US$ 3.6 million by the end of<br />

2005 and the number of members of the BCSE<br />

is 53. In addition, the BCSE produces one<br />

quarterly and one annual and publication.<br />

CENTRAL SECURITIES DEPOSITORY<br />

OF IRAN<br />

On 2 May 2006, the CSD of Iran wrote a letter<br />

to apply for Affiliate Membership in <strong>FEAS</strong> under<br />

the Tehran Stock Exchange. On 21 August<br />

2006 the Tehran Stock Exchange wrote a letter<br />

to propose the Affiliate Membership of the CSD<br />

of Iran.<br />

A monthly publication which includes general<br />

secretariat news, statistical stock, bond and<br />

other volume comparisons on monthly, year-todate<br />

and prior period bases, in addition to<br />

market cap, currency, number of companies<br />

traded and index statistics. Quarterly<br />

supplemental publications include quarterly<br />

statistical analysis, press releases of <strong>FEAS</strong><br />

members and headlines of <strong>FEAS</strong> activities.<br />
