The Commission estimates the wastewater removed by elimination of an illegal<br />

connection based upon water use records for the property where the illegal connection<br />

was corrected. Average daily water consumption is calculated based on the previous 24<br />

month period, and 90 percent of the water use is assumed to discharge to the sewer<br />

system. If only a portion of the building contributed to the illegal connection, the figure<br />

is adjusted accordingly.<br />

Due to the Commission’s efforts in <strong>2010</strong>, an estimated 8,632 gallons per day (gpd) of<br />

wastewater was removed from the storm drainage system and receiving waters. Of this<br />

amount, approximately 3,935 gpd was from residential and multi-family properties, while<br />

4,697 gpd was from businesses or institutions. Between 1986 and the end of <strong>2010</strong>, an<br />

estimated total of 575,849 gallons of wastewater per day have been removed from the<br />

storm drainage system and receiving waters as a result of the Commission’s illegal<br />

connection remediation programs.<br />

In <strong>2010</strong>, the Commission spent $189,936 to correct 18 illegal connections, for an average<br />

cost of $10,552. This cost does not include the cost of permits, inspection fees, pavement<br />

restoration or police details, and it does not include the cost to property owners who were<br />

responsible for making corrections on their own property.<br />

Table 2-3: Table 2-3 lists the illegal connections identified during <strong>2010</strong>. Twenty-eight<br />

(28) illegal connections were identified in <strong>2010</strong>, thirteen (13) of which were corrected in<br />

<strong>2010</strong>.<br />

Table 2-4: Table 2-4 lists all of the illegal connections corrected in <strong>2010</strong>. There were 18<br />

illegal connections corrected in <strong>2010</strong>, all of which were corrected by the Commission’s<br />
