42 percent of the Commission’s <strong>2010</strong> direct expense budget was for the Operations<br />
Division. Of the Operations Division’s direct expense budget, about $14 million was for<br />
sewer and storm drain related operations.<br />
Approximately $7.6 million or 13 percent of the Commission’s <strong>2010</strong> direct expense<br />
budget was for the Engineering Division. About $4.4 million of the Engineering<br />
Division’s direct expense budget was for sewer and drain related work. Put another way,<br />
about $18.4 million was budgeted for Operations and Engineering Division’s direct<br />
expenses relating to sewer and drain work. Thus sewer and drain related work represents<br />
about 32 percent of the Commission’s total direct expense budget.<br />
The Current Expense Budget for 2011 had not been finalized as of the writing of this<br />
report. However, it is anticipated that the 2011 CEB will provide a similar level of<br />
funding for direct expenses relating to sewer and drain work.<br />
<strong>Stormwater</strong> related programs and activities funded under the Current Expense Budget<br />
include:<br />
• Illegal connection investigations and corrections<br />
• Illegal connection prevention<br />
• Illegal dumping and spill response<br />
• Infiltration and inflow identification and reduction<br />
• Issuing Drainage Discharge Permits<br />
• Storm drain inspections and sampling<br />
• Sewer and storm drain maintenance and general repair<br />
• Catch basin and particle separator cleaning and maintenance<br />
• Designing and installing new particle separators<br />
• Site plan review<br />
• New service inspections and dye tests<br />
• Issuing drain layers licenses<br />
• Designing and constructing capital improvements<br />
• Reviewing <strong>Environmental</strong> Notification Forms and <strong>Environmental</strong> Impact <strong>Report</strong>s<br />
• Public education<br />
• Rain data collection<br />
6.2 CAPITAL EXPENDITURES<br />
The <strong>2010</strong>-2012 CIP included $44.1 million for sewer and drain related projects, of which<br />
$14.1 million was earmarked for <strong>2010</strong>. The Commission’s 2011-2013 CIP plan identifies<br />
$66.6 million for sewer and drain related projects, of which $20.5 million is earmarked<br />
